We use this expression to say something is quite good. If we change out intonation and stress on the word 'too' this phrase can have a more negative meaning.

We use this phrase to give a positive reaction to another person’s suggestion or invitation.
Example

We use this expression when we notice that another person is sad or not happy and we want to ask why.
