NEWS RELEASE | ADMiR Leadership Speaks at IASPEI Event in Beijing

BEIJING — Dr. Mohamed ElGabry, Director of the African Disaster Mitigation Research Center (ADMiR) and Board Member of the IASPEI Commission on Rapid Interdisciplinary Investigation of Significant Earthquakes (Ri2SE), delivered the opening address at the commission’s first official meeting in Beijing.

The meeting marks a major operational milestone for the Ri2SE Commission, established one year ago under the International Association of Seismology and Physics of the Earth’s Interior (IASPEI) to advance global coordination in post-earthquake investigation and risk reduction.

Dr. ElGabry emphasized the vital role of international scientific partnerships in strengthening disaster resilience and praised the host institutions—the China Earthquake Administration and the Institute of Earthquake Forecasting—for their hospitality and commitment to global seismic safety efforts.

ADMiR continues to collaborate with global partners to support disaster mitigation, post-event scientific analysis, and capacity building across the region and beyond.

How can data be translated into decisions in crisis contexts?

🟦Since 2023, the National Council for Scientific Research – Lebanon (CNRS-L) has been leading advanced national efforts in war damage monitoring, leveraging AI and Earth Observation to generate timely, reliable, and actionable geospatial intelligence.

🔎This example from Bint Jbeil illustrates the integration of 10 m optical imagery and SAR data to assess damage across urban areas, with clear classification of destruction levels:
🔴 Total destruction
🟡 Partial damage

🔷These outputs are further validated and calibrated using high-resolution imagery, ensuring a high level of accuracy and consistency, and enabling their integration into national Damage and Needs Assessments (RDNA).

📊This approach supports the production of evidence-based spatial data to inform rapid assessments, prioritization, and recovery planning, aligning with international frameworks on disaster risk reduction and resilience building.
