2. السبيل الوحيد لتقدم أي دولة هو بوجود مهندسين وعلماء وسياسيين مميزين سواء كانوا مهاجرين أو من أبناء الدولة نفسها. والدليل على كده إن حوالي 23.1٪ من العاملين في مجال ال STEM في الولايات المتحدة الأمريكية هو من المهاجرين وهذا بناءاً على تقرير صدر عام 2019 من American Community Survey.
وبالتالي بتسعى الدول الغنية إلى دعم عدد كبير من المهاجرين الموهوبين لأن لو حضرتك النهاردة طالب بتكلف الدولة 60 الف دولار فأنت بكرة موظف بتساعد في نمو الدولة وتقدمها.

3. بناءاً على اتفاقيات وتعهدات الأمم المتحدة تلتزم الدول الغنية بتقديم 0.5% من ناتجها القومي في صورة مساعدات للدول الفقيرة ومن تلك المساعدات يوجه جزء للمنح الدراسية والمساعدات التعليمية. وده السبب إن منح كتير مثل تشيفننج وفولبرايت بتاخد تعهد على الطلاب المقبولين إنهم يرجعوا بلدهم الأم بعد الإنتهاء من المنحة لمدة عامين على الأقل.

سؤال مهم: هل تعتبر المنح الدراسية سرقة للمواهب والموارد البشرية من الدول الفقيرة؟ 😕
الهدف من المنح الدراسية هو تدريب كوادر قادرة على العطاء والمساهمة في تقدم دولتهم أو العالم بشكل عام. وبالرغم إن عدد كبير جداً من الحاصلين على المنح الدراسية بيقرر يستمر في بلد المنحة أو أي دولة أخرى بعد نهاية المنحة إلا إن عدد كبير منهم برضه بيقرر يرجع ويفيد بلده. فالأمر كله متعلق بالطالب واختياره والدعم اللي هتقدمه الدولة الأم في سبيل الإحتفاظ بطالب مُدرب على أعلى مستوى.
