Nuqirru (نُقِرُّ): from aqarra (أَقَرَّ), meaning “to establish, retain, and settle something in its place.” The verb carries the meaning of establishing something firmly and causing it to remain in a particular place. The womb is described as a “secure place of settlement and the Hereafter is likewise described as the abode of settlement.
This makes the word “wombs” much deeper than simply referring to a place. It is a place of receiving, retaining, and establishing; a place in which conditions unfold and change through successive stages. It is as though it were an inner world in which something is ordained, then settled and established, then grows and changes, and is finally brought out at the time Allah has decreed.
Whoever Allah has destined to live and remain until a known appointed time, He keeps him established in his mother’s womb until the time He has decreed for him to remain there. He does not fall before his appointed time, nor does he leave it until he reaches the term Allah has written for him. When the time for his departure comes, Allah permits him to emerge, and he emerges.
In the womb, a human being is in the greatest state of dependence upon Allah. He does not know how to ask for what he needs, nor does he even comprehend what he needs. He was provided for before he knew what provision meant, protected before he knew what fear meant, and Allah was taking care of his affairs before his parents even knew him.
Allah was taking care of him while he possessed no ability to ward off harm from himself. Then the human being grows and forgets the gentleness of Allah that surrounded him from the moment he was at his weakest.
And within the verse is a profound reminder: The One who took care of you when you could not ask for anything will never be incapable of taking care of your affairs when you do ask. The One who did not abandon you in the darknesses of the womb will not abandon you in the darknesses of this world, as long as you turn to Him.
In this life and in the Hereafter, you have no protector and master besides Him.
