✨ملخص المحاور الكبرى لملتقى الألكسو بالجزائر
تضمن الملتقى العلمي لمنظمة "الألكسو" المستضاف من طرف مركز CRTSE ومركز CDER مداخلات ونشاطات علمية.
🔹12 و13 جويلية 2026 يومين من النقاشات المثمرة وتبادل الرؤى الاستراتيجية.
📌اليوم الأول (الأحد 12 جويلية 2026):
عرف اليوم الأول زخماً علمياً كبيراً من خلال جلسات ومحاضرات رفيعة المستوى نشطها خبراء ومختصون من مختلف الدول العربية.
وقد وضعت النقاشات المفتوحة الأسس العلمية والسياسية لربط التحول الطاقوي بمتطلبات الصحة العامة وحماية البيئة في المناطق العربية.
📌اليوم الثاني (الاثنين 13 جويلية 2026):
تواصلت أشغال الملتقى العلمي في يومه الثاني والختامي على مستوى وحدة تنمية الأجهزة الشمسية (UDES) ، حيث افتتحت الجلسات بكلمة ترحيبية من الدكتور محمد عباس (مدير UDES) ، وترأس الجلسة الأستاذ الدكتور مراد محمودي (أمين المجلس التنفيذي لكراسي الألكسو).
وقد ارتكز برنامج هذا اليوم حول ثلاثة محاور أساسية: محاضرات أكاديمية، جلسة حوارية استراتيجية (Panel)، ومعرض علمي واقتصادي متميز.
🗒️تفاصيل مداخلات الخبراء حسب المحاور الموضوعاتية الكبرى خلال اليومين
1️⃣تلوث الهواء والأثر الصحي:
قدم الخبراء أدلة علمية دقيقة حول مخاطر التلوث في الحواضر العربية، مع رسم الأولويات السياسية والتشريعية لتعزيز اليقظة الصحية .
وتضمنت الجلسة مداخلات كل من :الدكتورة نجاة عون صليبا (عضو مجلس النواب اللبناني وباحثة في الصحة البيئية - لبنان) الدكتور مصطفى خياطي (رئيس المؤسسة الوطنية لترقية الصحة وتطوير البحث FOREM - الجزائر) .الأستاذ الدكتور علي خوجة (خبير، جامعة قسنطينة - الجزائر).
2️⃣التحول الطاقوي والتغير المناخي:
ركزت الأوراق العلمية على السيناريوهات المناخية المتوقعة في المنطقة العربية، مؤكدة أن الانتقال نحو الطاقات النظيفة هو الرافعة الحقيقية للمرور من "أمن الطاقة" إلى "الأمن الصحي والبيئي" .
وشارك في هذا المحور :الأستاذ الدكتور عامر الهموز (جامعة النجاح الوطنية - فلسطين) .الأستاذ الدكتور المنجي بوعائشة (مدير مركز بحوث وتكنولوجيات الطاقة ببرج السدرية - تونس) .الأستاذ الدكتور علي شقنان (عميد كلية التكنولوجيا بجامعة الأغواط - الجزائر) .الأستاذ الدكتور عبد الرحمن بابريك (خبير في التحول الطاقي والتنمية المستدامة - اليمن) . الأستاذ الدكتور خليهن كرون أحمد الفضيل (جامعة نواكشوط - موريتانيا).
3️⃣التقنيات الذكية والاقتصاد الدائري:
تم تسليط الضوء على استخدام الذكاء الاصطناعي وإنترنت الأشياء في إدارة المياه، وتكنولوجيا الرصد الذكي لتدوير النفايات الإلكترونية، إضافة إلى حلول تطبيقية مبتكرة لتثمين المخلفات الفلاحية .
وقدمت المداخلات من طرف :الأستاذة الدكتورة شيرين محمد عبد القادر محرم (رئيسة معهد بحوث الإلكترونيات - مصر) .الدكتور صلاح الدين أحمد (خبير دولي، جامعة آخن - ألمانيا / ليبيا) .الأستاذ الدكتور حميد محمد الجبر (مدير كرسي الألكسو لإدارة تلوث المياه والبيئة، نائب رئيس جامعة البيضاء - اليمن) . الدكتور محمّد لوصيف صياد، (المديرية الفرعية للبرامج الدولية للبحث، المديرية العامة للبحث العلمي والتطوير التكنولوجي- الجزائر)

4️⃣الإطار القانوني والسياسات العامة:
ناقشت الجلسات واقع التشريع الجزائري في معالجة النفايات الطبية، وأكدت على الدور المحوري لمراكز البحث في مرافقة صناع القرار لرسم السياسات المستقبلية .

🚀 معرض الابتكارات والشركات الناشئة
وبالموازاة مع الجلسات، شكل معرض الابتكارات حدثاً مميزاً، حيث استعرض طلبة الدكتوراه، النوادي العلمية، والشركات الناشئة (Startups) من مختلف المؤسسات نماذج أولية وحلولاً ذكية أكدت على المقدرات العالية التي يمتلكها الشباب لمواجهة تحديات الطاقة والبيئة .

🔹Two days of fruitful discussions and exchanges of strategic visions (July 12-13, 2026) marked the ALECSO Scientific Forum, hosted by the CRTSE Center and the CDER Center, and included presentations and scientific activities.
📌 Day One (Sunday, July 12, 2026):
The first day was marked by significant scientific activity through high-level sessions and lectures led by experts and specialists from various Arab countries. The open discussions laid the scientific and political foundations for linking the energy transition to public health and environmental protection requirements in the Arab region.
📌 Day Two (Monday, July 13, 2026): The Scientific Forum continued its work on its second and final day at the UDES Research Center. The sessions opened with a welcoming address by Dr. Mohamed Abbas (Director of the UDES/CDER Solar Devices Development Unit), and were chaired by Professor Dr. Mourad Mahmoudi (Secretary of the Executive Council of ALECSO Chairs). The program for this day was based on three main pillars: academic lectures, a strategic panel discussion, and a distinguished scientific and economic exhibition.

1️⃣ Air Pollution and its Health Impact:
Experts presented precise scientific evidence on the dangers of pollution in Arab cities, outlining political and legislative priorities for enhancing health awareness.
The session included presentations by: Dr. Najat Aoun Saliba (Member of the Lebanese Parliament and Environmental Health Researcher - Lebanon), Dr. Mustafa Khayati (President of the National Foundation for Health Promotion and Research Development FOREM - Algeria), and Professor Dr. Ali Khodja (Expert, University of Constantine - Algeria).
2️⃣ Energy Transition and Climate Change:
The scientific papers focused on expected climate scenarios in the Arab region, emphasizing that the transition to clean energy is the true lever for moving from "energy security" to "health and environmental security."
This session included presentations by: Professor Dr. Amer Al-Hamouz (An-Najah National University - Palestine), Professor Dr. Monji Bouaicha (Director of the Energy Research and Technology Center in Borj Cedria - Tunisia), Professor Dr. Ali Chaknan (Dean of the Faculty of Technology at the University of Laghouat - Algeria), Professor Dr. Abdelrahman Babrik (Expert in Energy Transition and Sustainable Development - Yemen), and Professor Dr. Khalihen Kroun Ahmed Al-Fadhil (University of Nouakchott - Mauritania).

4️⃣ Legal Framework and Public Policies:
The sessions discussed the current state of Algerian legislation regarding medical waste management and emphasized the pivotal role of research centers in supporting policymakers in shaping future policies. This session was enriched by the contributions of: Dr. Shader Samira (Deputy Director of University Cooperation and Research Programs, Ministry of Higher Education - Algeria); Professor Dr. Hussein Thamer Salloum (Director of the Al-Nahrain Renewable Energy Research Center - Iraq); Professor Dr. Safiane Bekhda (University of Saida - Algeria); Dr. Ayoudh Fatima (Directorate General for Scientific Research and Technological Development - DGRSDT - Algeria); and Professor Dr. Ahmed Kitab (International Expert and Consultant in Water Resources and Member of the Arab Water Council).

Alongside the sessions, the Innovations Exhibition was a distinguished event, showcasing prototypes and innovative solutions from doctoral students, scientific clubs, and startups from various institutions. These presentations highlighted the significant capabilities of young people in addressing energy and environmental challenges.
