After a meeting with Pablo Ulloa, director of the Office of the Ombudsman, the representative of Major League Baseball commissioner Junior Noboa and representatives of the ministries of Public Health and the National Council for Childhood, Sports Minister Kelvin Cruz announced unregulated baseball academies will have 45 days to register or face suspension.
The action was taken after the death of a 14-year old Ismael Ureña at the Yordi Cabrera training academy made headlines. Investigators confirmed the child had received a horse injection to improve his playing. Two of the deceased’s brothers survived the same procedure.
The move announced by the Ministry of Sports that seeks to standardize the process of signing young baseball prospects, comes after the meeting with various government agencies and baseball industry stakeholders. Baseball recruits are regarded as "products" that need to be prepared for their presenting to the scouts that will recruit them for the formal MLB academies.
"We want to inform all representatives of these informal, special, or independent academies that starting today, through the Baseball Commissioner and his team, we are initiating the regularization of each of these academies," Cruz stated.
The minister emphasized that any academy failing to register within the 45-day deadline will be prohibited from having their prospects scouted by Major League Baseball (MLB) teams.
"We will send a letter to Major League Baseball on behalf of the Ministry of Sports requesting that no scout can evaluate any child who is part of an independent academy until they begin their regularization process," Cruz added.
In addition to regularization, the government is also addressing concerns about child protection and doping in youth baseball. The National Drug Control Agency (DNCD) and the Ministry of Public Health will collaborate on a new doping prevention protocol.

With five Dominican pitchers starring in the Opening Day baseball games, the 2024 Major League Baseball season got underway last Thursday, 25 March 2024.
There were 108 Dominican players on Major League rosters as the season started, and this number was only exceeded a few years back when there were 110 teams from the Dominican Republic on the rosters.
More than 25% of all professional, major-league, ballplayers are foreign-born, and the list is led, by far, by Dominicans. Venezuela is second with just over half of the Dominican total at 58 players.
Overall, 264 of the 949 players on major league rosters and injured reserve lists are from countries or territories outside of the 50 states of the United States.
As anyone who is familiar with professional baseball will know, it is the Hispanic players from the Americas and the Asian players from Japan and Korea that add that special bit of gusto to America’s national pastime.
After Venezuela, baseball players from Cuba, Puerto Rico, Mexico, Colombia, and Panama add to the Latin element in MLB baseball. However, Canada, Curacao, and Aruba are also present, as are players from Brazil, Germany, Honduras, Nicaragua, and South Africa. 245 of the 264 foreign-born players are from the Americas

Major League Baseball announced the Dominican Republic is the country outside of the United States with the most players in the rosters of MLB season 2024 opening games in the United States.
The season officially opens on Thursday, 28 March 2024 in stadiums across the United States, but two early games will be held when the Dodgers and Padres of California play in South Korea on Wednesday and Thursday.
MLB reports that among the 11 Latin American pitchers chosen to start for their teams, five are from the Dominican Republic, thus making it the country with the highest representation.
Diario Libre has reported 31 Dominican ball players are on the rosters of the MLB teams for opening day. Only seven teams will not have Dominicans on their opening rosters.
MLB comprises 30 teams, divided equally between the National League (NL) and the American League (AL), with 29 in the United States and 1 in Canada.
