Economic activity has always involved meeting human needs through the production, distribution, and consumption of goods and services. Unfortunately, as economies evolved, they ended up rewarding the most powerful in society and depriving many of even the most basic requirements of life. We have come to the point today where many people believe that economic disparity is the natural order of things. However, people today are awakening. With higher levels of social consciousness and education, technological advances, and unimaginable access to information, we are realizing that there are more than enough resources on this planet for everyone and that our environment does not have to be sacrificed to achieve this. We can create an economic system that allows every human being, every living being, to survive and thrive—an economy for all.

Prout asserts that to remedy the defects of the existing economic order, the economy must be restructured in three fundamental ways. First, there needs to be a fair distribution of wealth so that everyone can afford to purchase their basic necessities as well as other goods and services for their personal development. Politics Over Population:

Political parties raise the population issue because they need to deliver services and resolve problems hindering better lives for the people, easing traffic jams, better law and order, transport, healthcare or better income etc. When policy-makers fail, the rising population alarm works as a shield for them. Right-of-the centre parties have been observed in countries worldwide to be more vocal – rather militant – about population growth. They target one section of society for increasing the population to derive political dividend.

In his 2019 Independence Day address, breaking from the past four decades of silence, Prime Minister Modi used the term ‘population explosion’. But Modi set the debate on a new trajectory. He equated population control to patriotism. In July 2019, Rakesh Sinha, BJP Rajya Sabha MP, tabled the Population Regulation Bill as a private member. The proposed bill intends to penalise people for having more than two children. Over several years, many states have already enacted penal provisions to control the population or encourage smaller families. However, the reality is, India is depopulating, and such measures are counter-productive and may reverse the gains made so far.

Child Marriages:

The number of children per woman or TFR increases with a high number of child marriages. For example, the number of women married before 18 years was 42.5 per cent in Bihar and 21.1 per cent in Uttar Pradesh. But it was only 7.6 per cent in Kerala and Punjab.

Developed and Underdeveloped States:

Comparing two groups of Indian States helps understand the difference in their TFR; Kerala and Punjab have 1.6 TFR, while Bihar and UP have 3.4 and 2.7 TFR, respectively. Population dynamics relates to the standard of the life cycle of women. The two groups of States tell the story that the difference in TFR is due to the developed and underdeveloped status of the States. The belief that it is related to the Community or its composition is a myth. The TFR results from three factors relating to women’ – Child marriages, Level of Schooling and Contraception.

Our Human Society

Today we live in a divisive and fragmented society where human beings continue to exploit, suppress, and kill each other for larger shares of resources on this planet. Even when there are no clear material advantages, people continue to exhibit biased and intolerant behavior that vilifies others due to their s*x, gender, race, ethnicity, economic class, political affiliations, geographic residency, religious beliefs, or any other kind of difference.

These anti-social attitudes cause human suffering and undermine our social and economic institutions. It is time to stop tolerating this intolerance and bring humanity together. Prout proposes a step-wise approach to addressing this behavior in our society. First, we need to eliminate geo-sentiments, which arise when people develop strong attachments to the territories in which they live. These sentiments lead to local, national, and global conflicts. Second, the removal of socio-sentiments is necessary, since these sentiments cause social groups to build barriers between themselves, often resulting in misunderstandings, discrimination, and inter-group exploitation and violence. Finally, by adopting a new set of values called neohumanism, people will be able to nurture a deep feeling of love for humanity. This will help society unite around the goal of achieving the welfare of every individual, community, and nation and ultimately establishing one human society.

Five Fundamental of PROUT

1. "Samájádeshena viná dhanasaincayah akartavyah": There should be no accumulation of wealth without the permission of society.

2. "Sthúlasúkśmakárańeśu caramopayogah prakartavyah vicárasamarthitam vańt́anainca": There should be maximum utilization and rational distribution of the crude, subtle, and causal resources.

3. "Vyaśt́isamaśt́isháriiramánasádhyátmikasambhávanáyám caramo’payogashca": There should be maximum utilization of the physical, mental, and spiritual potentialities of the individual and collective beings.

4. "Sthúlasúkśma kárańo’payogáh susantulitáh vidheyáh": There should be a well-balanced adjustment among the crude, subtle, and causal utilizations.

5. "Deshakálapátraeh upayogáh parivarttante te upayogáh pragatishiiláh bhaveyuh": Utilizations vary in accordance with time, space, and form; the utilizations should be progressive.

Pragatishiila upayogatattvamidam sarvajanahitártham sarvajanasukhártham pracáritam. This is the Progressive Utilization Theory, propounded for the happiness and all-round welfare of all.
