Access to medicines and vaccines is a world-wide challenge especially in countries of the Global South such as Tunisia. Before and during the 2020 Covid-19 pandemic, the high demand for those products along with an international supply chain disruption made access to healthcare and especially essential medicines more complicated both globally and in Tunisia.

The C·A·Perspectives on Tunisia policy paper No. 04-2020 entitled "The Access to Medicines and Vaccines in Tunisia in a post- Covid-19 Era" by Najd Badri and Mehdi Bouhlel aims at tackling the medicine/ vaccine shortage in Tunisia in the post-Covid-19 era. The pros and cons of Tunisian public health politics and policies are highlighted, and the potential root causes that limit the accessibility of medicines and vaccines are analyzed. Finally, some recommendations for urgent reforms are given.

The policy paper is published in the Series C·A·Perspectives on Tunisia in the framework of the "Policy Advice and Strategy Development" Program in the framework of the Bavarian-Tunisian Action Plan 2016-2020 and supported by the Government of the Free State of Bavaria.

The revolutions in 2011, the subsequent struggles of transformation or counterrevolution as well as the outbreak of internal wars in Syria and Libya, fuelled by the extremist ideology of the so called Islamic State (ISIS), al Qaida and others, led to a deep crisis of orientation in the minds of many citizens in the Arab world, especially youth. In Tunisia, approximately 3,000 youngsters had joined ISIS, after having been indoctrinated, or, rather, manipulated and exploited in their feeling of disorientation, their missing sense in life, lack of recognition and perspective. Yet, at the same time, many of them were educated graduates, trained professionals and equiped with skills that the extremist groups were looking for.

In her Policy Paper, Asma Ben Jebara raises the question what education has to do with violent extremism in the Tunisian context. She explains the concept and approach of "Emotional Intelligence" to be considered a highly valuable contribution to building a stable youth psyche at school and the social life in general and to preventing extremism, radicalization and, finally, terrorism, in particular. In her analysis and list of recommendations, she presents "Emotional Intelligence" as a promising perspective for the Tunisian educational system; starting from the primary schools and heading to the last stages of college and university.

Out now: New policy paper by Nadia Naccache on higher education and employability of graduates studies, in the C.A.Perspectives on Tunisia series

Following independence in 1956, Tunisia prioritised education in its public policies. However, while Tunisia has long shown positive results in terms of literacy, enrolment rates, and research, it paid a little attention to the needs of the labour market and, respectively, the students' employability in a dynamic and challenging economic environment. This led to a mismatch between what the university offers as qualifications and what the labour market requires as competencies.

In an attempt to address this mismatch, international development practitioner Nadia Naccache in her policy paper suggests interventions to improve the higher education system in a way that ensures better employability for graduates.

"Natural Disasters and Climate Change. How to manage an efficient action plan to prevent economic and social damage"

In his newly published policy paper, Hamdi Hached, Environmental Engineer and Climate Change Consultant, presents a scientific approach how politics and the public in Tunisia should try to prevent economic and social damage from natural disasters resulting from climate change.

Tunisia, located in North Africa bordered by two western and eastern Mediterranean basins with multiple bioclimatic zones, is in various ways vulnerable to the destructive consequences of climate change: Not only does the rise of temperature lead to increased desertification and dropping agricultural productivity, followed by urbanization and its critical socio-economic consequences. Heavy rainfalls and flooding, as occurred more often in recent years, are major risks for humans and society. Moreover, in 2018 alone, Tunisia suffered losses of 150 million Euros or 3% of annual deterioration in its GDP caused by natural disasters. As a result, according to Hamdi Hached, it is very urgent to consider a rigorous plan of action, outlined in this policy paper, together with further recommendations for state authorities, policy makers and stakeholders, for the management of natural disasters in order to face and limit the socio-economic damage which could hit Tunisia during the next years.

Tagung des Europa Think Tanks der Europäischen Akademie der Wissenschaften und Künste am C·A·P

Die Europa-Experten der Europäischen Akademie der Wissenschaften und Künste berieten erneut unter Leitung des C·A·P-Direktors Prof. Dr. Werner Weidenfeld und des Präsidenten der Akademie Prof. Dr. Felix Unger über angemessene Zukunftsstrategien der Europäischen Union. Dabei wurden auch die Vorschläge zur anstehen zweijährigen Zukunftskonferenz der EU reflektiert, wie auch Anregungen für die deutsche Ratspräsidentschaft ab 1. Juli 2020. Außerdem konnte die Planung zu künftigen Großveranstaltungen des Think Tanks zum Thema 'Europa-Strategie' fortgesetzt werden.
