But there is another "version" of this expression:
🔹В каждой шутке есть доля шутки.🔹
which means in every joke there is always some joke, a bit of joke, and much more truth. So let's say in one joke there is 10% joke and 90% truth.
No, Russian people surely have a great sense of humour😁 But be careful to joke too much about somebody😅

HERE ARE SOME TIPS
to help you:
how to learn Russian language faster and not to give up:
1️⃣ Don't get scared and don't get panicked 🤗. It is not so extremely difficult like it seems. Russian is not easy language but not the most difficult one. If you google "the most difficult languages" no list will include Russian☝️.
❕Go step by step and you will take it over very soon❕
2️⃣ Start from alphabet and Cyrillic letters. Yes, it may be boring a bit and will take some time but once you learn it the following study will go smoothly 🏳️.
3️⃣ Learn in an integrated way. It means that you have to pay attention to all parts of studying:
⭐grammar
⭐vocabulary
⭐speaking
⭐reading
⭐writing
⭐listening.
If you think you don't need writing, or reading for example, remember, that your brain has different view. Only studying comprehensively, you will reach desired result quickly.
