SALAKNIB: SAngguniang LAkas Para Sa Katarungan at Kapayapaan Na Naglilingkod Sa Inang Bayan

“SALAKNIB”, an Ilocano word meaning “protection”, stands for SAngguniang LAkas Para Sa Katarungan at Kapayapaan Na Naglilingkod Sa Inang Bayan. This is the extension program of the College of Legal and Criminal Justice Education (CLCJE) which upholds and protects human dignity by providing developmental legal and paralegal services to its mission partner communities.

On October 29, 2021, a MEMORANDUM OF AGREEMENT was signed by the COMMISSION ON HUMAN RIGHTS Regional Office 1 (CHR ROI) and SAINT LOUIS COLLEGE (SLC) – College of Law making the latter as the Gender Ombud Partner Institution in the region to be facilitated through the dynamic leadership of ATTY. EDWIN C. SIAPCO, Dean, College of Legal and Criminal Justice Education and ATTY. DIRIC V. GALANTO, Director, SLC Clinical Legal Education Program.

This partnership aimed at enhancing the women, girls and Le***an, Gay, Bisexual, Transgender, Q***r, and Intersex or LGBTQI’s access to justice through the provision of legal assistance and counselling and conduct of joint training and capacity building.

CHR ROI and SLC – COLLEGE OF LAW mutually agree to:

1. work together in responding to cases of Gender - Based Violence (GBV), discrimination, and other gender-related human rights violations pursuant to the Commission’s mandate as Gender Ombud and the organization’s vision and mission;

2. mutually work towards strengthened capacities of both institutions to respond and provide legal counselling and services and to enhancing capacities towards gender sensitive and survivor centered approach in the provision of legal aid and counselling;

3. contribute towards strengthened referral mechanisms in cases of GBV, discrimination, and other gender-related human rights violations, and to recommend measures to enhance access to justice for women, girls, and persons of diverse S*xual Orientation, Gender Identity and Expression, and S*x Characteristics (SOGIESC) in the region.

SLC – COLLEGE OF LAW as the Gender Ombud Partner Institution in the region has received Gender Ombud Partner Institution Fund amounting to Php 50,000.00 to be spent exclusively for the provision of legal aid and assistance pursuant to the provisions of the MOA.

CARING FOR THE COMMUNITY FOR SUSTAINABILITY WITH ACCOUNTABILITY (CCSA): BUILDING RESILIENTCOMMUNITIES THROUGH LIVELIHOOD VENTURES

CARING FOR THE COMMUNITY FOR SUSTAINABILITY WITH ACCOUNTABILITY (CCSA): BUILDING RESILIENT COMMUNITIES THROUGH LIVELIHOOD VENTURES is the extension program of the College of Commerce, Secretarial and Accountancy (CCSA) under the leadership of Ms. Helen R. Tugade, Academic Dean, and the program heads, Ms. Eunice D. Guerrero, Hospitality Management/Tourism Management; Dr. Caroline G. Pajimola, Business Administration; Dr. Perlita E. De Guzman, Accountancy; and Ms. Gemma A. Magpantay, Office Administration. The component projects are Training on Bread and Pastry Production Certification (BPP NC II); and Micro-Enterprise Development which includes production of baked goods, marketing of products and financial literacy.

On June 23, 2021, a planning meeting with needs assessment survey was held between Saint Louis College (SLC) and Lingsat Integrated School. Ms. Arlyn Bambico, the Principal of Lingsat Integrated School, presented the needs of the parents and teachers on livelihood skills trainings with NC II to SLC represented by Ms. Helen Tugade; Ms. Eunice D. Guerrero; Ms. Maria G. Maranon, HM/TM Faculty and Dr. Leilani O. Sanidad, Extension Services Officer. To ensure the sustainability of the program, micro-enterprise development or cooperative development was proposed.

The livelihood skills training on Bread and Pastry Production was conducted on August 9-13, 2021 at SLC HRM Laboratory. The training was facilitated by Ms. Maria G. Maranon and Ms. Pamela Ann Ancheta, HM/TM Faculty; assisted by the Louisian Ambassador Tourism Council and Circle of Young Travellers and Hoteliers led by the Club Presidents Janilyn D. Baradi and Jovon M. Lorenzana respectively.

KID-DAW: CAPACITY BUILDING OF DAY CARE PARENTS AS LEARNING FACILITATORS

Modular learning is the most popular type of Flexible Learning in which the teacher takes the responsibility of monitoring the progress of the learners. Since the task of educating is no longer held within the school, parents serve as partners of teachers in education. Parents play a vital role as home facilitators. Their primary role in modular learning is to establish a connection and guide the child. (FlipScience, 2020).

The question is, how prepared and equipped are the parents to take responsibility in facilitating learning of their child in this new normal?

It is in this context that the Teacher Education Extension Program KID-DAW: CAPACITY BUILDING OF DAY CARE PARENTS AS LEARNING FACILITATORS was conceptualized to respond to the challenges parents face as facilitators. The program serves as a means to mentor, coach, guide, assist and equip the skills needed by parents to facilitate learning in adapting to distance education.

KID-DAW is spearheaded by the Teacher Education Department of the College of Arts-Sciences, Teacher Education and Information Technology (CASTEIT) under the headship of Dr. Ma. Lourdes Almojuela, Academic Dean and Dr. Magdalena R. Japson, Program Head in collaboration with the Extension Services Office.

KID-DAW was conducted on September 24, 2021 via Google Meet with some selected schools from Bangar District, La Union Schools Division. Teachers and parents with their principals from the following schools participated:
- Ag-Na Elementary School (headed by Mr. Edgar C. Pacpaco);
- Bangaoilan Elementary School (headed by Ms. Maribel M. Castillo);
- Caggao Elementary School (headed by Dr. Editha M. Bucsit);
- General Prim Elementary School (headed by Mr. Perlito M. Coloma);
- Paratong Elementary School (headed by Mr. Genny H. Alay-ay); and
- Ter-Con Elementary School (headed by Ms. Georgia F. Pacpaco).

SALWAD LUWISYANO:
PROMOTING INTEGRITY OF CREATION THROUGH RESPONSIBLE STEWARDSHIP OF GOD’S CREATION TOWARDS SUSTAINABLE DEVELOPMENT

The Christian Formation Team composed of the Christian Faith Education (CFE) and Christian Living Education (CLE) Departments, Campus Ministry Office (CMO) and Extension Services Office (ESO) in collaboration with the College Academic Departments, Basic Education Schools (BEdS), Student Affairs Office (SAO), College Student Council (CSC) and the different student clubs continuously mainstream CARING FOR THE INTEGRITY OF CREATION MISSION (CICM) in the curriculum and instruction, research, extension and co-curricular activities. They inspire employees and students to CARE FOR OUR COMMON HOME through their active participation in protecting MOTHER EARTH through the SALWAD LUWISYANO.

SALWAD LUWISYANO is the institutional extension program of SLC on environment. Its component projects include:
 Formation and Mobilization of Students on Care for Our Common Home By Integrating SALWAD Luwisyano in the Curriculum;
 Tree Parenting;
 Ecological Solid Waste Management;
 Living Laudato Si: Care for Our Common Home Information Campaign; and
 Celebrating Integrity of Creation Through the Season of Creation.

Formation and Mobilization of Students on Care for Our Common Home By Integrating SALWAD Luwisyano in the Curriculum capacitates and mobilizes students on Care for Our Home through a curriculum-based/discipline-based extension program on environmental protection and management. To mitigate global warming and climate change, the TREE PARENTING PROJECT, in partnership with the families of students, was initiated in 2019. To date, there are 7,617 different kinds of trees planted by the Louisians.

The Ecological Solid Waste Management Project motivates students to practice home-based ecological solid waste management through segregating, reducing, reusing and recycling. Living Laudato Si: Care for Our Common Home enhances awareness and promotes care for our common home through information campaign on environmental care and protection using social media platforms. The Holy Eucharist is specially celebrated during Earth Month and the Season of Creation to further create awareness of and foster commitment to environmental protection and management.

DANGGAY LUWISYANO: SAMPUSO SANDIWANG ALAY SA PANAHON NG PANDEMYA

The College Student Council in collaboration with the SLC Student Affairs Office, the College Academic Departments, SLC Extension Services Office and different school organizations initiated a calamity response outreach to the victims of Typhoon Maring in the Province of Ilocos Sur and La Union last October 21-23, 2021. The call of service and unity was launched to provide assistance to the students and teachers who experienced the drastic impact left by the typhoon in Northern Luzon. The relief packs include rice, canned goods, coffee, noodles, hygiene kits, biscuits, vitamins, and COVID-19 essentials. As one Louisian Community in heart and soul, service and mission, students leaders together with Dr. Leilani Sanidad, Mr. Rex Allan Idio, Mr. Monte Carlo Zuniega, and other volunteers facilitated the distribution of relief packs.

TEACHERS’ TRAINING AND DEVELOPMENT PROGRAM FOR STA. CRUZ DISTRICT, SCHOOLS DIVISION OF ILOCOS SUR

The School of Advanced Studies had conducted a three-day Teachers’ Training Program last September 1-3, 2021 with the theme, “Re-Tooling the Public School Teachers in the Midst of Pandemic”. The objectives of the training are :
- to equip the public school teachers with the necessary ICT skills to facilitate teaching-learning in the new normal;
- to update teachers on the use of digital technologies that can enhance the teaching processes to ensure quality learning; and
- to promote media literacy programs through the reinforcement of the curricula that focus on the skills, values, and attitudes needed by the learners as responsible citizens in the 21st century learning.

It was attended by 210 teachers coming from 19 schools of Sta. Cruz. District. The 3- day training focused on Cloud Computing discussed by Mr. Albert H. Subang, the ICT Program Head; Trends in Educational Technology discussed by Mr. Justin Ian N. Ogoy, faculty of the Mathematics Department; and Responsible Media, discussed by Mr. Al Gerald N. Barde, CHED Education Program Specialist.

Aside from the inputs of the abled resource speakers, there were workshops conducted. The participants clarified their concerns during the open forum. The training ended with the closing remarks by Dr. Fatima A. Jimeno, Principal IV of Sta. Cruz District Division Schools of Ilocos Sur.

MY VOTE, MY VOICE: A VOTER INFORMATION, AWARENESS, AND EDUCATION WEBINAR

The Social Sciences Department in collaboration with the SLC Extension Services Office and Political Science Academic Society conducted "My Vote, My Voice: A Voter Information, Awareness, and Education Webinar" last October 08, 2021. This webinar is the extension program of the Social Science Department of the College of Arts & Sciences, Teacher Education and Information Technology (CASTEIT) under the leadership of Dr. Joseph Cristobal, Program Head and Dr. Maria Lourdes Almojuela, Dean of CASTEIT.

This initiative calls for a responsible citizenry for the next 2022 National and Local Elections. The webinar was conducted in hopes of reinforcing the importance of the electoral process by providing safe space for discussions and through sharing knowledge. The webinar was attended by representatives of the different student organizations of Saint Louis College, and representatives from Union Towards Ongoing Political Integrity Advancement (UTOPIA)- DMMMSU MLUC, Student Crime and Accident Prevention Council (SCAPC), Ilocanos Sur Youth Federation Council Office (ISYCO), Lupon ng mga Indibidwal na Nangangalaga sa Kalikasan (LINK), Junior Chamber International (JCI), Pag-asa Youth Movement (PYM), Gay Ganda, Circle of Peers, and Lingsat Integrated School-Senior High School. The speakers were Mr. Christopher Maynes (College Instructor, Social Sciences Department), Mr. John Carlo Manabat (Department Head Social Sciences-High School), and Atty. Jugeeh Deinla (Election Officer IV of the City of San Fernando, La Union)

DANGGAY AGTUTUBO:
CARING FOR THOSE CHILDREN IN CONFLICT WITH THE LAW

The CHRISTIAN FORMATION TEAM composed of the Christian Faith Education (CFE)Department, Campus Ministry Office (CMO) and Extension Services Office (ESO) provides Christian formation to the youth in partnership with the Department of Social Welfare and Development Regional Rehabilitation Center for the Youth Region I (DSWD RRCY I).

The Danggay Agtutubo Program aims to help the Children In Conflict with the Law (CICL) to have better self- awareness and self-perception that lead them to become better individuals and productive citizens. It uses the SEE-JUDGE-ACT methodology that awakens the youth’s receptivity to positive change towards an improved behavior and Christian life.

The Psycho-Spiritual Formation, commonly known as recollection, one of the projects of Danggay Agtutubo, was conducted on November 17 and 18, 2021 via Google Meet. Four (4) batches of youth attended the said psycho-spiritual formation with the theme “Gifted To Give”.

RESEARCH TRAINING: UPSKILLING TEACHERS IN THE CONCEPTUALIZATION OF BASIC RESEARCH AND STATISTICS

Research plays an important role in the preparation and professional development of teachers. It provides them more knowledge and understanding about how to improve educational practices in the classrooms or resolve significant problems in the schools. It is in this context that the School of Advanced Studies, SLC Extension Services Office, and Sugpon National High School collaborated in the effort of conducting a training on Research and Statistics on July 17, 18, 24 and 25, 2021 in response to the needs of the teachers in Sugpon National High School. It was attended by 19 teachers, including the principal. The speakers were Dr. Augustina C. Dumaguin (SAS Teacher Education Program Head), Dr. Claudine B. Valdez (SAS Part-Time Professor), and Mr. Justin Ian N. Ogoy (SAS Part Time Professor and CCSA Instructor).

BEdS LINGKOD ESKWELA

BEdS Lingkod Eskwela, the Extension Program of the Basic Education Schools, aims to provide service to its partner public schools through its extension projects. It also provides the BEdS students, faculty and staff, family councils and alumni opportunities for service learning, a way of living up to the vision and mission of Saint Louis College.

The sixth project of the BEdS Lingkod Eskwela, Panagleggak ti Panagbasa Reading Project was launched in School Year 2019-2020.

The BEdS Lingkod Eskwela projects for School Year 2020-2021 are alternative extension projects designed to suit the requirements of the new normal. The partner group of these projects is Lingsat Integrated School which is located beside Saint Louis College.

These projects were intended for selected Grade 6 pupils of Lingsat Integrated School. They learned about campus journalism, mathematics and reading through remote teaching. They were given eight sets of modules featuring Journalism, Mathematics and Reading. Sets of modules were given every month from October 2020 to May 2021.

The BEdS Lingkod Eskwela projects for School Year 2020-2021 were carried over this School Year 2021-2022 with the addition of the Butil ng Kabutihan Project. It aims to provide basic knowledge on Catholic teachings to selected Catholic pupils of Lingsat Integrated School.

“Conducting the BEdS Lingkod Eskwela is like sowing the seeds of LOVE AND SERVICE. As school years pass by, these seeds of love and service turn into enriched learning experiences, shared responsibility and priceless joy of touching lives.”
