On April 15, 2025, the LCC Southeast Asia Center China-UK Low Carbon College was officially inaugurated at the Asia-Pacific Graduate Institute (APGI) of Shanghai Jiao Tong University in Singapore.
YANG Zhenbin, Party Secretary of SJTU, and Mr. HAN Jun, Minister-Counsellor of the Chinese Embassy in Singapore, jointly unveiled the LCC Southeast Asia Center. The ceremony was chaired by Prof. PENG Yinghong, Dean of SJTU-APGI.
Prof. ZHAO Changying, Dean of the Low Carbon College, introduced the center and highlighted its role in boosting global impact and driving regional climate governance. The center will focus on international graduate education, research collaboration, and executive training to advance low-carbon innovation and promote sustainable development in Southeast Asia.
Minister-Counsellor Han praised the center as a timely initiative to strengthen China-Singapore cooperation in green development. Secretary Yang emphasized its potential to serve as a model for international collaboration and a platform for sharing China’s expertise in global green transformation.
As LCC’s first overseas center, the LCC Southeast Asia Center leverages Singapore’s strategic advantages to support the Belt and Road Initiative and foster a new hub for low-carbon partnerships in the region.

From April 15 to 16, Prof. Changying Zhao, Dean of the China-UK Low Carbon College (LCC), led a delegation to Singapore for the official inauguration of the LCC Southeast Asia Center. The ceremony took place at SJTU’s Asia-Pacific Graduate Institute, where SJTU Party Secretary Zhenbin Yang and Minister-Counsellor Jun Han from the Chinese Embassy in Singapore jointly unveiled the center.
During the visit, the LCC delegation also held fruitful meetings with the Department of Mechanical Engineering at the National University of Singapore (NUS), as well as the School of Mechanical and Aerospace Engineering and the School of Civil and Environmental Engineering at Nanyang Technological University (NTU), exploring collaboration in joint education programs, student exchanges, faculty visits, and research partnerships.

On April 11, Mr. Richard Lochhead, Scottish Minister for Business, visited the SJTU China-UK Low Carbon College . He met with Dean Prof. Changying Zhao, faculty members, and students to explore opportunities for China-UK collaboration in low-carbon innovation.
Mr. Lochhead shared Scotland’s strategies for addressing the climate emergency, including investments in green energy and infrastructure, and learned about LCC’s pioneering work in low-carbon technologies.
In his exchange with students, he praised their contributions and emphasized that “we can only achieve a difference and reduce carbon emissions through collaboration.”

On March 25–26, Shanghai Jiao Tong University and University College London co-hosted the SJTU × UCL International Clean Energy Hackathon. 37 students from SJTU and UCL teamed up online for 12 hours of cross-cultural innovation, tackling global energy challenges with fresh ideas and bold solutions.

🎓 2025 Graduate Commencement Ceremony Successfully Held at China-UK Low Carbon College!
On March 28, the 2025 cohort of graduate students gathered at SJTU’s Low Carbon college for a solemn yet joyous commencement. Dean Changying Zhao urged graduates to embrace lifelong learning and social responsibility, while Prof. Margaret Graham from the University of Edinburgh encouraged resilience and innovation via video.
