1st 1980. The college was further renamed as Qingdao Ocean Shipping Mariners College in 1983 at the approval of the Ministry of Communications in 1983. Qingdao Ocean Shipping Mariners Vocational College came into being at the approval of the Ministry of Education in 2010. The college has trained more than 60000 talents for Chinese ocean shipping industry over the 30 years. The college is:
a vocational maritime higher institution with peculiar educational features;
a famous institution among the first group in Shandong Province;
the largest seafarers training center and international seafarers training base in China;
the national model base for the training of high technical personnel and technical identification center;
“Excellent” institution in the educational evaluation of Shandong Province. The college covers an area of 816 mu, with a construction area of 123 thousand square meters, 163 million yuan of fixed assets and 58 million yuan of training equipment. The college owns perfect teaching facilities and equipment: the internationally advanced all-function navigation simulator, marine engine simulator, automatic engine room, GMDSS, and two stroke marine diesel engine etc. There are 275 thousands books in the library, and 632 kinds of Chinese and foreign periodicals. As the only higher institution and under the leadership of COSCO, the college has actively conducted maritime educational reform and practice and developed an educational and training model that accords with the law of education, adapts to the mariner and ocean shipping market and serves the industry. The college has also formed the management features of internationalization of the training, militarization of students’ management, proceduralization of quality management and educational features of exemplary in work ethics, proficient in using English and accomplished in practical skills. The college is the first higher institution in China to have established the ISO-9001 Quality System and applied it to the teaching, training and management. It is also the first higher institution to have been qualified in the international DNV accreditation and the authentication of mariner’s education and training by the Maritime Safety Administration of China. The college is the seafarers training center, Party School, English Testing Center and Technical Research Sub-center of COSCO. It is the exclusive certification organization of the “training and certificating of the transportation of dangerous cargo” recognized by US Coast Guards. and is also the designated institution for maritime teacher training by the national Maritime Safety Administration. The college is the training and testing center of FIATA, Testing Center of China International Freight Forwarders Association, Qingdao Agency of China Maritime Arbitration Commission, Training and Testing Center of National Computer Rank Examination and testing center of CET 4-6. The college offers more than 130 training programs and its annual training capacity is 15000 person-times. It has the most professional training programs among all the maritime higher institutions. The college is composed of 6 departments of the Navigation Department, Marine Engineering Department, Shipbuilding and Ocean Engineering Department, Logistics and Shipping Management Department, Foreign Language Department, Basic Courses Department and a branch campus. The college offers the majors of Nautical Technology, (including dual diplomas), Marine Engineering Technology (including dual diplomas), Marine Electronic Technology, Shipping Engineering Techniques, Safety Technical Management, Applied Electronics, Ocean Engineering Technology, International Shipping Management, Logistics Management, Port Management and Maritime Accounting, Container Transportation Management, etc. There are 2 national excellent courses, 15 provincial excellent courses, 2 national teaching reform courses, 1 national excellent course and 7 provincial featured courses. There are nearly 5000 undergraduates on campus, 479 teachers and administrative staff, with 238 full-time teachers and 70% dually certificated instructors, 43% holding senior academic titles and 67% holding master and doctor degrees. There are 17 professors, with 7 of them enjoying governmental allowance, 2 provincial elite and innovative experts. The college promotes scientific research in accordance with the development of shipping industry and the demand of the enterprise. The college improves the teaching and research quality of the teachers, with the prominence of “the need of the industry is our task” and the principle of “scientific research serves the enterprise and education”. The teachers of the college have carried out more than 240 scientific research projects of various levels, 60 from the Ministry of Education, the Ministry of Communications Shandong Province and Qingdao city and 70 from COSCO for the service of the shipping industry. The marine engine simulator manufactured by the college, is presented to the State Maritime University of Panama by COSCO on behalf of Chinese government. The college has conducted extensive exchange and cooperation with the maritime institutions with more than 20 countries and regions, such as the U.S., Canada, Russia, South Korea, France, Norway, Finland, the U.K., Singapore, Hong Kong, and Taiwan. The college has also established close industry-university-research cooperation with many famous shipping industries home and abroad .The college takes in social resources and exercises an “order-based” talents training model and has achieved the integration of enrollment, training and employment. COSCO invests 1.4 billion yuan to build a new campus for the college. The new campus will occupy more than 1200 mu according to the plan and 700 mu is being exploited, with a construction area of more than 209 thousand square meters in the first stage. It will be used for the full time higher vocational undergraduate education and basic skill training. 505 mu of the land will be exploited in the second stage, and the construction area will be more than 147 thousand square meters for the purpose of senior talents training and skill training for the college students. A modernized, brand new and world standard maritime institution will tower over the Yellow Sea and the educational level of the college will certainly be improved substantially. The college proposes its strategic development goal as: develop the college with strong characteristics, build COSCO educational brands and bring forth the college into a world renowned vocational institution and first-class enterprise training center.
