June 25 marks China's 32nd National Land Day, with the focus on using the land efficiently and sticking to the minimum area of arable land use.

China has drawn a red line for its total arable land – a minimum of 1.8 billion mu (120 million hectares). The country reached its goal and now the total area of arable land stands at 1.91 billion mu, according to the data released by the Ministry of Natural Resources.

China's grain output reached nearly 683 billion kg in 2021, up 13.4 billion kg from last year, the seventh consecutive year that total grain production has exceeded 650 billion kg.

According to the wheat harvest schedule released on June 22 by the Ministry of Agriculture and Rural Affairs, large-scale wheat harvesting in major summer grain-producing areas in China has ended. The quality of winter wheat has been the best in recent years, with yields exceeding expectations. As of June 21, 20.07 million hectares of wheat had been harvested in nine provinces. More than 600,000 combine harvesters have been used, covering 19.87 million hectares, with a mechanization rate exceeding 98 percent.

China's summer harvest focuses on reaping winter wheat and oilseed r**e. Spanning from May to late June traditionally, the grain output in the period takes up about a quarter of the annual total, which is of great significance to China's food security.

ব্রক্ষ্মপুত্রে বাঁধ এবং বাংলাদেশ এর আসন্ন বিপদ

জলবায়ু পরিবর্তনের ফলে ভয়াবহ পরিস্থিতিতে পড়তে যাচ্ছে বাংলাদেশ। অত্যন্ত ঘনবসতির ছোট্ট দক্ষিণ এশীয় রাষ্ট্রটির দক্ষিণাঞ্চলে দেখা দিয়েছে লবণাক্ততা ও জলাবদ্ধতা, উত্তরাঞ্চল আবার ভুগছে পানি শূন্যতায়। সবমিলিয়ে আগামীতে কঠিন সময় মোকাবেলা করতে হবে বাংলাদেশকে। গ্লাসগোতে অনুষ্ঠিত কপ-২৬ সম্মেলনে বাংলাদেশী প্রতিনিধিত্ব বারংবার জলবায়ু পরিবর্তন রোধে কাজের আহ্বান জানিয়েছে। তবে এধরণের আবেদনের ক্ষেত্রে আঞ্চলিক রাষ্ট্রীয় পর্যায়ের কর্মকাণ্ড বিশেষ গুরুত্বপূর্ণ। বাংলাদেশ গড়ে উঠেছে নদীর মাধ্যমে, এর মধ্যে অন্তত ৫৭টি নদী আন্তর্জাতিক, অর্থাৎ বাংলাদেশের প্রতিবেশী দেশগুলি থেকে এসব নদী বাংলাদেশে প্রবেশ করেছে অথবা বেরিয়ে গিয়েছে। বাংলাদেশ তার ১০০ বছর মেয়াদী ব-দ্বীপ পরিকল্পনায় এসব নদী সংরক্ষণে বিশেষ জোর দিলেও এতে সমস্যা হয়ে দাঁড়িয়েছে উজানের দেশগুলির কর্মকান্ড।

দক্ষিণ আর দক্ষিণ-পূর্ব এশিয়ার অন্তত ১০০ কোটি মানুষ তিব্বতের মালভূমি থেকে সৃষ্ট নদীর ওপর নির্ভরশীল। গত ৭ দশকে, চীন ৮৭ হাজার বাঁধ নির্মাণ করেছে, অধিকাংশই তিব্বতে। এসব বাঁধের অর্ধেকের বেশি উচ্চতায় ৫০ ফিট এর ওপরে, ফলে সৃষ্টি হয়েছে বিরাট সব জলাধার, বদলানো হয়েছে নদীর গতিপথ। এর-ই মধ্যে মেকং নদীর অববাহিকায় তীব্র পানির সংকট ও পরিবেশ বিপর্যয় দেখা দিয়েছে।

সম্প্রতি চীন ব্রক্ষ্মপুত্র নদীর ওপরে বিশ্বের বৃহত্তম বাঁধ নির্মাণের ঘোষণা দিয়েছে। ৬০ গিগাওয়াট ক্ষমতার এই বাঁধের জন্য প্লাবিত হবে বিস্তীর্ণ এলাকা। গঙ্গা-যমুনা-ব্রক্ষ্মপুত্রের অববাহিকার বাংলাদেশে এর অন্য এটা উদ্বেগের বিষয়। মেঘনা-যমুনা অববাহিকা ব্রক্ষ্মপুত্রের ওপর অনেকাংশে নির্ভরশীল। ব্রক্ষ্মপুত্রেরই শাখা নদী তিস্তা, ধরলা, দুধকুমারের ওপর নির্ভর করে উত্তরবঙ্গ। ব্রক্ষ্মপুত্রের প্রবাহে কোনরকম পরিবর্তনের ফলাফল পড়বে পুরো দেশের ওপর।

বাংলাদেশ ইতোমধ্যেই উত্তরাঞ্চলের নদীগুলির পানির প্রবাহ কমে যাওয়ায় সংকটে রয়েছে। ভারতের সাথে দীর্ঘ, ফলহীন দেনদরবারে বাংলাদেশ তেমন লাভবান হয়নি। এখন চীন যদি ব্রক্ষ্মপুত্রের মত মুখ্য নদীর পানির প্রবাহে হস্তক্ষেপ করা শুরু করে তবে আগামীতে কঠিন সমস্যার সম্মুখীন হবে বাংলাদেশ। দেশটি তাও ভারতের সাথে যৌথ নদী কমিশন গঠন করেছে, কিন্তু চীনের সাথে তেমন কোন সম্পর্ক গড়ে ওঠেনি। ব-দ্বীপ পরিকল্পনা কার্যকর করতে তিব্বতের মালভূমিতে বাড়াবড়ি কৃত্রিম হস্তক্ষেপ একটি মুখ্য বাঁধা হয়ে দাঁড়িয়েছে।
