The Opening Ceremony of the Second Batch of Leading Talent Plan for Industrial and Economic Development (Doctoral Program) was held online on October 27, 2021, This program was initiated by the International Cooperation Center of National Development and Reform Commission (NDRC) and was jointly implemented by Haikou Silk Road Academy of Social Sciences (SRASS, Alliance of Belt and Road Think Tank) and Xi 'an Jiaotong University.
Jin Jiafei, the Executive President of SRASS, attended the ceremony and delivered a speech. Wang Shuguo, President of XI 'an Jiaotong University, Xi Guang, Vice President of XI 'an Jiaotong University, Chang Hao, Deputy Director of International Cooperation Center, NDRC, Deans and staffs from School of International Education, School of Management of XI 'an Jiaotong University, and International Cooperation Department of ICC, NDRC attended the opening ceremony.
The opening ceremony was presided over by Vice President Xi Guang. Mr. Jin jiafei expressed his gratitude to all the partners, and extended his welcome and congratulations to the ministerial freshmen. He pointed out that SRASS has always promoted this doctoral program as a key brand project. In addition to completing the daily research work of doctoral study, the candidates also take the important responsibility of promoting international production capacity and business cooperation among countries. With the joint efforts of the production capacity cooperation teams, the first batch of candidates has achieved initial results. He encouraged the 2nd batch of candidates to mobilize their enthusiasm and make efforts to adapt to the doctoral research and study, while giving full play to their own strengths and contributing to the further cooperation between China and their own countries in various fields.
President Wang Shuguo expressed his congratulations and welcome to the new students. He looked forward to discussing the common development of China and the candidates’ own countries under the guidance of their respective supervisor teams. He proposed that the fourth industrial revolution, especially the digital economy will greatly change the industrial pattern and form in the future. As leading talents in important positions from different countries, the candidates should fully learn and actively face the changes brought by the digital economy. He hoped that the pandemic will end as soon as possible, so that he can meet the candidates face to face. He mentioned that he would like to ride China's high-speed railway with the candidates and introduced the rapid development of China to them.
Chang Hao, the Deputy Director of International Cooperation Center, NDRC, said that it deserved celebration that the first batch of the program has achieved certain results and the second batch of the program has started under the continuous efforts of various parties. He hoped the candidates can better solve the key of cooperation in practice in the next few years of doctoral study, and encouraged them to strengthen confidence, start from the actual situation of their own countries, combine China's experience and resources, innovate the cooperation model, and deeply explore the possibility of cooperation.
Leading Talent Plan for Industrial and Economic Development (Doctoral Program) is a high-level doctoral program initiated by the International Cooperation Center of National Development and Reform Commission (NDRC) and jointly implemented by University of Electronic Science and Technology of China (UESTC), Xi 'an Jiaotong University and SRASS. As a high-end talent training program for high-level managers of governments and organizations of Belt and Road countries, the program aims to provide talent foundation for the construction of the innovative cooperation model of "Silk Road Economic Belt" featuring "policy communication, infrastructure connectivity, unimpeded trade, financial integration and people-to-people connectivity". Through systematic theoretical study and detailed case study, the program aims to cultivate government elites and senior managers of enterprises to have an international vision, are familiar with theoretical frontiers, master scientific research methods and understand China's national conditions.
The program is held in spring and autumn each year, with 15 students in each batch. The current students come from Kazakhstan, Zimbabwe, Ethiopia, Mozambique, Burundi, Ghana, Malaysia and other countries. Despite the impact of pandemic both classes in 2021 will temporarily choose to complete the opening and part of the teaching online. However, Mr. Guo Yanwei, Mr. Zhao Chunyu, Mr. Li Jun, Mr. Yu Xiuzhi and Mr. Deng Qichang, five members of the board of SRASS, still made preparations for domestic field visits in Beijing, Shanghai, Harbin, Shenzhen, Haikou, Chengdu and Xi 'an. Later, they will also serve as project mentors to guide the doctoral students' project landing work.
