La procédure de la vente d'un terrain titré commence par l'établissement d'un dossier technique, ce dossier est un élément essentiel, sans le dossier technique la procédure conduisant à la mutation d'un titre foncier au nom de l'acquéreur ne pourra pas aboutir.
c'est ce dossier technique qui sera plut**d transformer en nouveau titre foncier.
Le dossier technique est dont constituer d'un procès-verbal de bornage et des croquis des plans. Il est établit par un Géomètre à la suite d'un morcellement ou d'une mutation d'un titre foncier.
Beaucoup d'entre nous pense que le seul fait d'avoir établit leur dossier technique les confère la qualité du propriétaire, Il est tout d'abord important de préciser que seul le titre foncier est la certification officiel de la propriété.
Si vous avez entrepris d'acheter un terrain, et que votre vendeur vous a signé la demande du morcellement ou de mutation, à la suite duquel le Géomètre vous établit un dossier technique, sachez qu'en ce moment le terrain ne vous appartient pas encore, même si vous avez remis au vendeur le prix de la vente.
Seule la signature de l'acte de vente chez le notaire consacre la vente définitive, encore qu'il faut la signature du notaire également.
Votre dossier technique est tout simplement une preuve que vous avez entrepris un compromis de vente avec le propriétaire du titre foncier objet de vente. Il est dont impératif d'aller jusqu'au bout de la procédure.
Après l'établissement de votre dossier technique, il faut aller directement le déposer chez le notaire, et c'est généralement ce que font la plus part des acquéreurs, c'est-à-dire une fois qu'il a son dossier technique, il reste tranquillement avec ce document en se disant qu'il est déjà propriétaire de cette partie morceller, erreur !!! Le dossier technique doit être déposé chez le notaire ainsi que le titre foncier mère, pars que c'est ce dossier technique qu'il doit envoyer au Géomètre afin que ce dernier vous établisse votre nouveau titre foncier.
Le fait de n'est pas remettre le dossier technique au notaire bloque déjà la procédure, il est urgent d'aller le remettre au notaire afin qu'il établisse l'acte de vente, la preuve ce que le notaire en question ne peut pas rédigé l'acte de vente sans ce dossier technique, celà va de votre intérêt.
Une fois l'acte de vente rédigé, votre vendeur peut déjà le signé, dès ce moment la vente est parfaite, il ne restera que d'envoyer les documents au Conservateur compétent afin qu'il établisse le titre foncier.
Il est important pour nous d'attirer votre attention sur la signature de l'acte de vente, il faut faire très attention, votre vendeur doit le faire rapidement, si par malheur il décéde avant la signature de l'acte de vente, la procédure s'arrête, tout devient compliqué, il faut d'abord passer par le tribunal avant que la procédure ne continue, d'où l'importance d'aller vite déposer le dossier technique chez le notaire pour que le vendeur vienne signer pendant qu'il est encore temps.

Pour les travaux de bornage d'un terrain situé dans le périmètre urbain, vous devez payer :
27 500 FCFA pour une superficie inférieure ou égale 5000 m2,
550 FCFA/are supplémentaire pour une superficie >5000 m2.
Pour les travaux de bornage pour les terrain situé hors du périmètre urbain.
27 500 CFA pour une superficie inférieure ou égale 5 hectares,
50 000 FCFA pour une superficie comprise entre 5 et 20 ha,
10 000 FCFA/ha supplémentaire au delà de 20 ha.
Pour les travaux dits planimétriques (mis à jour des plans, implantation, vérification des limites, reconstitution des bornes expertise foncière etc.)
- Frais fixes de 27 500 F avant toute descente sur le terrain,
- 5 500 FCFFA par borne reconstituée, rectifiée ou implantée.
Pour les travaux dits altimétriques. (plans de masse et de situation pour permis de bâtir, relevés avec courbes de niveau et points côtés, etc.)
38 500 FCFA pour une superficie ? 1 000 m2
770 FCFA/are supplémentaire pour une superficie >1000 m2.
Pour tirer un plan de bornage.
Cela dépend du format un tirage coûte :
21 X 31 : 150 F ; 26 X 37 : 250 Fcfa
37 X 52 : 300 F ; 52 X 105 : 1000 Fcfa
Pour les plans spéciaux.
Feuille de plan cadastral (105 X 75) : 10 000 Fcfa,
Fiche de point de géodésique de canevas national : 3000 Fcfa,
Fiche de point de triangulaire locale : 1000 Fcfa,
Contre-calque d’une feuille de plan cadastral 50 000 Fcfa,
Plan de situation pour débit de boisson 10 000 Fcfa.
Tous les paiements se font chez le receveur des domaines au vu de l’état de cession signé par le chef de service du cadastre.
