The Convention on Cluster Munitions To end the harm caused by cluster munitions The Convention prohibits all use, production, transfer and stockpiling of cluster munitions.

The Convention on Cluster Munitions (CCM) is the international treaty that addresses the humanitarian consequences and unacceptable harm to civilians caused by cluster munitions, through a categorical prohibition and a framework for action. In addition, it establishes a framework for cooperation and assistance to ensure adequate care and rehabilitation to survivors and their communities, clearance

of contaminated areas, risk reduction education and destruction of stockpiles. Cluster munitions are unacceptable for two reasons. Firstly, they have wide area effects and are unable to distinguish between civilians and combatants. Secondly, the use of cluster munitions leave behind large numbers of dangerous unexploded ordnance. Such remnants kill and injure civilians, obstruct economic and social development, and have other severe consequences that persist for years and decades after use.

Lao PDR Representatives attended the Inter-Parliamentary Union 151st Assembly last week and joined IPU delegates in reaffirming commitment to uphold and promote respect for international humanitarian law (IHL) and support for humanitarian action. Laos will host The Convention on Cluster Munitions Third Review Conference, scheduled to take place September 2026 in Vientiane.

We're continuing to share highlights from The Convention on Cluster Munitions which closed on 19 September, where the most recent State Party , took the floor to reaffirm its unwavering commitment to the humanitarian objectives of the Convention, and called on all states not yet party, to join without delay.

"Our decision reflects a broader commitment to rules-based multilateralism and to ensuring that the Convention remains a strong and relevant instrument for international peace and security."

The Convention on Cluster Munitions13MSP opened yesterday, 16 September UN Geneva with Philippine Mission to the United Nations and Consulate General in Geneva Presidency presiding.

The opening session featured Vanuatu's recent accession to the Convention, warmly welcomed by the Presidency and States Parties alike.

The opening featured remarks by International Committee of the Red Cross Vice President, and the Swiss
Ambassador for Disarmament and Multilateral Affairs. The CCM 2025 Youth for Humanitarian Disarmament contest winner, Martina Musìo, also addressed the 13MSP and presented the winning submission before the meeting.

In the afternoon Coordination Committee Members on Survey and Clearancce (Représentation permanente de la France auprès de l’ONU à Genève and Consolato Generale d'Italia Ginevra ) opened discussion on extension requests for Afghanistan, Chile, Lebanon, Mauritania, and Somalia.
