Under the leadership of the Lao PDR Presidency, the The Convention on Cluster Mu*****ns Ventiane Action Plan was adopted this week at the Third Review Conference.
During the closing ceremony today 18 September, States Parties congratulated Lao PDR on the success of the Conference and welcomed 14MSP President, H.E. Mr. Alexander Kmentt, Permanent Representative of Austria to the United Nations.

On day 4 of the The Convention on Cluster Mu*****ns Third Review Conference, States Parties and stakeholders concluded thematic discussion of Compliance and Transparency measures under the Convention. These thematic areas are included in the Ventiane Action Plan being adopted at the meeting, as below.

Compliance
All States Parties will:
Respond in a robust manner to any allegations of non- compliance, including through bilateral discussions, the use of the good offices of the President, and any other means consistent with Article 8, paragraph 1. (Action #66)

Transparency
All States Parties will:

Fulfil their obligation to provide initial transparency reports under Article 7, and where relevant, include information in accordance with article 3, paragraph 8, without delay. (Action #58)

Fulfil their obligations to annually update Article 7, and where relevant Article 3, paragraph 8, transparency reports and maximize reporting as a tool to assist and cooperate in implementation, particularly in cases where States Parties must take action to destroy stockpiled cluster mu*****ns, clear cluster mu*****ns remnants, assist victims or take legal and other measures referred to in Article 9. (Action #59)

In February 1993, a cluster bomb tore through the roof of Umarbek home in Tajikistan. Three family members were killed, including his brother, and Umarbek, then just a young boy, was among the many injured.

This week he's in Vientiane, Lao PDR, as part of CMC delegation. He delivered the CMC's opening remarks at the 3rd Review Conference of the Convention on Cluster Mu*****ns and reminded the delegates that the Convention isn't only about weapons. It's about upholding the dignity of those affected and preventing future suffering.

Lao PDR Representatives attended the Inter-Parliamentary Union 151st Assembly last week and joined IPU delegates in reaffirming commitment to uphold and promote respect for international humanitarian law (IHL) and support for humanitarian action. Laos will host The Convention on Cluster Mu*****ns Third Review Conference, scheduled to take place September 2026 in Vientiane.
