More than ¾ of humanity is now connected – but closing today’s digital divides is harder than ever. Beyond global gaps in connectivity, disparities persist in digital skills, affordability, user ages, and Internet usage by women and girls.

Closing today’s digital divides will take holistic policies that do more than roll out infrastructure, ensuring people can meaningfully participate in the growing digital economy and society.

That's the thinking behind Universal and Meaningful Connectivity (UMC), a framework for addressing these interrelated challenges by:
🔍Expanding affordable access and services.
🔍Strengthening digital skills.
🔍 Promoting inclusive digital ecosystems.

Bridging digital divides is one of five key topics at the World Telecommunication/ICT Policy Forum 2026 ( -26) taking place in Nassau, The Bahamas, from 2 to 4 September.

Discussions on today’s connectivity challenges will help shape a WTPF-26 Opinion, offering policy guidance for countries worldwide on bridging digital divides.

Digital networks need to be resilient to maintain global communications, safeguard economies, and ensure everyone’s access to critical services.

Global telecommunication and technology infrastructure relies on a complex, interconnected ecosystem involving:

🌐 Terrestrial networks, from fibre-optic cables to IXPs, routers and switches – along with the power grids that keep it all running.
🌐 Submarine cables, which carry over 99% of international Internet traffic.
🌐 Satellite systems that provide redundancy and connectivity in remote and underserved regions.

As societies grow more dependent on digital linkages, countries worldwide need to ensure this infrastructure can withstand and recover from every disruption. But what happens when digital systems fail? As the recent ITU-UNDRR-Sciences Po report makes clear, digital disruptions rarely stay contained; they cascade across sectors like finance, healthcare and energy – often all at once.

New and emerging technologies are transforming how we can safeguard our connected world with real-time risk detection, predictive maintenance and faster responses to network disruptions. But digital resilience also depends on agile policy frameworks, international cooperation and continued investment in disaster preparedness.

Digital technologies are key to protect our planet and build a sustainable future.

New digital tools have revolutionized climate monitoring, mitigation and adaptation.

AI, data analytics and interconnected digital systems are helping to:
🌍 Optimize energy use in networks and data centers.
🌍 Improve climate modelling.
🌍 Monitor biodiversity.
🌍 Support early warning systems for extreme weather events.

But as digital infrastructure expands, it brings its own sustainability questions. So, while digital technology can help ramp up climate action, the sector must reduce its own footprint, too.
