Here is a fundamental truth that has always been true... but in the skills-short era, because of multiplication of multiplicity of skills has now brought into sharp focus
Not everyone is actively looking for a job. Research suggests that, and we know that, a tiny % of relevant talent is actively looking for a role at any given moment in time.
That means that most candidates suitable for your roles are not engaged in job searches. The best candidates typically among them.
So, crazy as it is, the global war for the best talent is being fought out among a minority % of active job seekers.
That is seriously old school and you need to rethink it
