**HSLDA update**

**Update Regarding the wording change to the 2026 Saskatchewan Home-based Education Notification Form**

This year, the Ministry of Education updated the notification form and added a note that:

“A home-based education in Saskatchewan is delivered by a parent/guardian in the home. Cooperative home-based education or shared teaching with another family is not permissible.”

Nothing has changed in the law, regulations, or policy manual and this caution is not directed at the very common weekly homeschool co-op model. It is directed at alternative educational arrangements where parents are taking a much less active role in their children’s education (i.e., dropping children off to be educated by others multiple days per week). Such an arrangement may be crossing the line between a co-op and an unregistered private school.

This is why supporting HSLDA through a membership matters. Memberships help ensure they can continue providing legal support, defending homeschool freedoms, and advocating for homeschooling families whenever they’re needed most.

We are currently working on getting some clarity from the Saskatchewan Ministry of Education regarding the new wording on the Notification of a Home-based Education Program form. A meeting has been set for the end of July with a contact at the Ministry, and we wanted to let members know that we are looking into this and to share a few thoughts on the matter.

We expect this wording is intended to target a range of educational models (learning pods, micro-schools, etc.) that operate more like private schools rather than homeschool co-ops, support groups or other types of legitimate homeschool gatherings.

Many homeschoolers across Canada are part of co-ops where families regularly meet for social and mainly elective subject teaching, and this is legal in Saskatchewan — just as it is legitimate for families to gather for organized recreational activities, have children in private music lessons, hire a tutor for certain subjects, and take extra-curricular classes like art or join a 4-H club, whether they home-educate or not.

While this new wording on the notification form is concerning and something to question, we assume it is simply a poorly worded caution to homeschooling parents not to pass the responsibility of their child's education on to someone else.

After the meeting with the Ministry, we will provide further information on the situation.
