RATS, GARBAGE & NEGLECTED ALLEYS — WARD 3 DESERVES BETTER!

RATS IN OUR NEIGHBOURHOODS — ENOUGH IS ENOUGH

Windsor has a rodent problem, and we cannot continue ignoring it.

Here are the facts:

Windsor ranked 16th in Ontario in 2025 on Orkin Canada's list of cities with the most rodent treatments, up from 20th in 2024.

City records show 1,750 properties received rodent baiting services in 2018 and 1,495 in 2021.

Today, residents must pay $30 for the City's rodent baiting service, following a free inspection.

These numbers raise serious questions about how we maintain our neighbourhoods.

As a candidate for Windsor City Council, Ward 3, I propose:

Stronger garbage collection and alley-cleaning programs.

Reviewing the restoration of alley garbage collection where needed.

Better rodent prevention and control in affected neighbourhoods.

Stronger enforcement against neglected and abandoned properties.

Reviewing the $30 rodent treatment fee and exploring affordable options for residents.

Publishing annual rodent complaint statistics by ward so residents can see the results.

Clean streets, safe homes and healthy neighbourhoods should be a priority — not a luxury.

Ward 3 deserves action, accountability and results.

WINDSOR’S 2026 BUDGET — ARE WE SPENDING WISELY?

Windsor has a $317 million capital budget for 2026 and a $2.26 billion plan over 10 years.

Here are some expenses I believe City Council should review:

H4 Improvements: $5.1 million Sandpoint Beach Splashpad: $1.5 million
Peche Island Improvements: $600,000 Recreation Projects: $2.4 million
Bike Lane Development: $400,000
Self-Watering Planters: $204,000 planned
Outdoor Exercise Equipment: $1.45 million planned

Meanwhile, Windsor faces financial pressures:

Transit Windsor: $5.12 million
Fire & Rescue: $1.26 million
Fuel Costs: $1.62 million

My question is simple:

Do we really need to spend all this money right now?

Can some projects wait? Can we find cheaper alternatives?

My priorities:

Fix our roads and infrastructure.
Improve public transportation.
Address homelessness and public safety.
Cut unnecessary spending.
Protect taxpayers' money.

I am not saying every project is unnecessary. Some amounts are for 2026, while others are planned for future years.

Before spending millions on new projects, let's make sure we are taking care of Windsor's most urgent needs.

Spend Smarter. Save Money. Put Residents First.

100 PEOPLE. 100 PLANS. ONE YEAR.

Windsor-Essex spends more than $25 million a year on homelessness programs and services.

The 2026 budget also includes about $5.1 million for H4 improvements, with plans to expand capacity to 150 beds.

But here is the question:

How many people are actually getting out of homelessness?

My idea is simple.

Start with 100 people for one year.

Not everyone needs the same solution.

Addiction? Connect them to treatment.

Mental health issues? Get them proper care.

Need a job? Connect them to training and employment.

Lost housing because they can’t afford rent? Help them get stable again.

After 12 months, show the public the results:

How many found housing?
How many stayed housed?
How many returned to the street?
Did pressure on H4, shelters, ER/EMS and police go down?

I’m not saying close H4 tomorrow.

But if we can reduce homelessness through a proven approach, then we should expand what works.”

I want H4 to be a bridge from the street to housing, treatment and employment.

Start with 100. Measure the results. If it works, expand it.

H4 remains , but the goal is for it to be a bridge to stability, not the end of the road.

Transit Windsor — Fix the Problem, Not Just Add More Money

Public transit is essential. Thousands of people depend on it every day.

But according to the budget 2026 Q2 report, Transit Windsor was projecting a financial shortfall of about $5.12 million.

Where is the pressure coming from?

$3.18M — lower-than-expected revenue
$930K — overtime
$600K — vehicle maintenance
$410K — contracts, leases, security and other costs

These numbers tell me something important:

Where is the money going, and can we do better

Before asking taxpayers for more money, we need to look carefully at how the money is being spent.

My proposal is simple:

Review every route: How much does it cost and how many passengers use it?

Protect and improve busy routes.

Adjust schedules where buses are consistently running with very low ridership.

Consider smaller buses or on-demand service during low-demand hours and areas.

Review overtime, maintenance costs and outside contracts.

Build partnerships with employers, colleges and organizations to increase ridership and pass revenue.

This is not about cutting transit.

It is about making Transit Windsor more efficient, reliable and financially responsible.

We don't always need to spend more.

Sometimes we need to manage better by choosing a good city councillor.

I have been reviewing the City of Windsor’s 2026 budget, and I found several areas where I believe we can save taxpayers millions of dollars.

One example is Purchased Services, which is budgeted at about $108.69 million for 2026.

Every contract starts from zero — a Zero-Based Review — instead of simply continuing it because we paid for it last year.

If elected, I want the City to review major contracts over $100,000 and ask simple questions:

Do we still need this contract?
Are we getting the best price?
Can the City do the work for less?
Can similar contracts be combined?
Why are some contracts automatically renewed without a full review?

The budget also includes hundreds of thousands of dollars for outside consultants and more than $1.3 million for external professional services.

Even finding just 5% in savings from Purchased Services could mean about $5.4 million a year.

I’m not saying we can simply cut 5% tomorrow. I’m saying we need to review the spending carefully and find out where taxpayers can save money.

If elected, that is exactly what I will do.

To my friends, neighbours, and everyone who calls Ward 3 home

Ward 3 is more than an electoral district to me. It is my community. It is where I have worked, served, built relationships, and stood alongside people from many different backgrounds for years.
I am running for Windsor City Council because I believe our community deserves strong representation and real action — safer and cleaner neighbourhoods, support for families and local businesses, practical solutions for homelessness and housing, and renewed investment and opportunity in Ward 3.
On October 15 for Advance Voting and October 26 on Election Day, I encourage everyone to participate, make your voice heard, and choose the candidate you believe best represents the future you want for Ward 3.

A 25% Property Tax Relief Proposal for Ward 3

Ward 3 residents and property owners deserve a serious discussion about the cost of living and the cost of doing business.

Windsor’s 2026 municipal property-tax levy is approximately $451.6 million. The City has also budgeted approximately $5 million in additional tax revenue from new development and growth
If elected, I will bring forward a proposal for Council to legally and financially study a 25% reduction in the municipal portion of property taxes for eligible Ward 3 properties for two years.
The objective is simple reduce the tax burden, encourage investment, support local businesses, and strengthen Ward 3 without compromising essential City services.

If elected, I will use my position and every available resource to make life better for the residents and business owners of Ward 3.
My priorities will include property taxes, homelessness, housing, and improving our community. I will work to make full use of every available source of funding and every available program to bring real improvements to Ward 3.

Windsor received $30.34 million through the federal Reaching Home agreement from 2019 to 2028.

The question is simple: What results have we achieved?

In 2021, Windsor-Essex counted 251 people experiencing homelessness. By 2024, that number had risen to 672. The City also reported 2,637 individuals who experienced homelessness at some point during 2024.

These are people, not just statistics.
So, almost 3 thousands people all of them in Ward 3 ??????

We need to focus on results: housing, treatment, mental health, job training, employment, transportation, and helping people become independent.

As a Ward 3 candidate, I believe taxpayers deserve accountability and people experiencing homelessness deserve better results.

All taxpayers and PEOPLE LIVE IN WARD 3
Should ask

What results have we achieved with this funding?

Rabia Kirma
Candidate for City Councillor – Ward 3

I believe that anyone running for City Council should be willing to think outside the box and look for creative solutions that can make a real difference for the residents of Ward 3 and for everyone in Windsor.

Today, I want to share an idea that I believe could directly serve our community:

A Mobile Barber Shop Trailer

A fully equipped mobile barber shop that would provide free haircuts and beauty services to residents of Ward 3, and to people across Windsor who need these services the most, including:

People with disabilities
Low-income residents
Seniors in seniors’ homes
Patients in hospitals
People experiencing homelessness

And yes — FREE, FREE, FREE.

As the Executive Director of We Care Association of Windsor, I have already submitted this project two month ago through the Ontario Trillium Foundation (OTF) – SEED Program, and we are currently waiting for approval.

I wanted to share this idea with you today because I believe that sometimes the best solutions come from thinking differently and bringing services directly to the people who need them.
