BC has implemented significant changes

The province has a two-year freeze on approving new private colleges to enroll international students and has paused student-focused streams under the BC Provincial Nominee Program. These actions, along with a federal cap on international study permits, are designed to address housing shortages, improve educational quality, and close loopholes in the system.

• New colleges: The province has implemented a two-year freeze on approving new private post-secondary institutions to enroll international students, starting in January 2024.

• Provincial Nominee Program: Effective April 2025, BC has paused its student-focused immigration streams under the Provincial Nominee Program, deprioritizing them in favor of occupations like healthcare and skilled trades.

• Increased standards: The province is increasing standards for private institutions, which include new language requirements, higher quality benchmarks, and a requirement for institutions to post tuition for the full duration of the program.

Federal changes impacting BC

• Federal cap on permits: The federal government has placed a cap on new international study permits, reducing the national intake by 35% for 2024 and 2025.

• Prioritizing skills: The federal government is making its immigration system more responsive to national needs, which includes reducing the number of temporary residents to ease pressure on housing and infrastructure.

What this means for students

• Existing institutions: International students can still apply to existing, established colleges and universities.

• Permanent residency: The pause on the Provincial Nominee Program has created uncertainty for many international students seeking permanent residency after graduation.
