Human Rights Complaints Expose Systemic Failure to Address Antisemitism in Ontario Schools

TORONTO, ON — Oct 1 2026

CAEF fully supports the announcement by Katheryn Marshall of Marshall Law regarding the filing of 12 human rights complaints on behalf of teachers who say they have experienced antisemitism, harassment and discrimination within Ontario schools across several boards.

These complaints should not be viewed as isolated workplace disputes. Taken together, they raise serious questions about whether school boards and unions across Ontario are meeting their legal and human-rights obligations to protect Jewish educators from discrimination and harassment.

The allegations are particularly troubling because they involve teachers themselves—professionals who should be able to go to work without being subjected to antisemitic harassment or discrimination, and who should have confidence that when they report such conduct, their concerns will be taken seriously and addressed.

There is already significant evidence that antisemitism in Ontario’s education system is not an isolated phenomenon A 2025 study commissioned by the federal Special Envoy on Preserving Holocaust Remembrance and Combatting Antisemitism found that nearly half of reported antisemitic incidents involving Ontario K–12 students were not even investigated by school authorities.

The new human-rights complaints involving educators add another important dimension: the problem extends beyond students and into the working environments of Ontario’s schools. Such concerns have a direct impact on the educational environment for all Ontarians.

A systemic problem requires systemic action.

When individuals report discrimination and harassment and those complaints repeatedly go unanswered, the issue cannot simply be dismissed as the conduct of a few individuals.

It raises the question of whether the systems responsible for receiving, investigating and resolving complaints are themselves failing.

Ontario’s school boards have obligations to provide safe and non-discriminatory environments. The Toronto District School Board, for example, expressly recognizes obligations to proactively identify, address and prevent individual and systemic discrimination.

The Ontario government also has an important role in ensuring that those obligations are being fulfilled consistently across the province. Ontario’s current framework recognizes discriminatory conduct by teachers as potentially constituting professional misconduct, including conduct exposing people to hatred on prohibited grounds.

The Minister of Education must intervene

This is now a matter that requires the direct attention of the Ontario Minister of Education.

The Minister should not wait for the individual human-rights proceedings to work their way through the system before determining whether there is a broader institutional problem. The Minister should not wait for more complaints to come forward.

CAEF has filed previous freedom of information requests to get a clear picture of action by boards to confront antisemitism in all it forms only to be stymied and even ignored

It is key that the root of the problem be addressed including the proliferation at Equity Diversity Inclusion programs that fail to examine and even enable antisemitism, an issue CAEF continues to examine.

We therefore call on the Minister to:

Direct an immediate province-wide review of complaints of antisemitism and discrimination made by Jewish teachers and education workers;
Determine whether school boards are properly receiving, investigating and responding to complaints of antisemitic harassment and discrimination;
Require school boards to demonstrate that they are meeting their obligations under Ontario’s human-rights and education frameworks;
Establish clear expectations for timely investigation, documentation and resolution of complaints involving antisemitism and hatred;
Ensure that educators who report antisemitism are protected from retaliation or further discrimination; and
Develop province-wide standards and training for school administrators and board leadership on recognizing and responding to antisemitism.l and in particular antizionism.
Jewish teachers should not have to turn to human-rights tribunals simply to have their complaints heard.

The filing of these complaints should be a wake-up call. When multiple educators across Ontario report similar experiences of antisemitism, harassment and institutional inaction, the government must ask whether it is dealing with individual failures—or a systemic failure.

Ontario’s Minister of Education has both the authority and the responsibility to find out.

There must be accountability. There must be meaningful action. And there must be zero tolerance for antisemitism — including antizionism — in Ontario’s schools.

The day before the 3rd anniversary of the October 7/23 terror attacks in Israel, anti-Israel student groups at U of T are showing an extremist anti-Israel documentary, which attempts to compare the Warsaw Ghetto uprising of WW2 to present-day Gaza as justification for the Hamas terror attacks.

The Warsaw Ghetto uprising was legitimate resistance against N**i persecution and extermination. Hamas’s murder and abduction of Israeli civilians on October 7 were acts of terrorism, not legitimate resistance.

Equating the two distorts history and excuses these horrific atrocities.

🇨🇦✡️The Canadian Antisemitism Education Foundation calls for Constable Jeffrey Smith to be awarded the Ontario Police Medal of Bravery for saving dozens of lives at the Sons of Jacob Synagogue in Belleville, Ontario, on the evening of September 20, 2026.

Please write to Chief Murray Rodd [email protected] respectfully requesting that he nominate Constable Smiith for this high honour.

Ontario Medal for Police Bravery: This is the province’s highest honour for police officers for acts of extraordinary courage. Nominations must come through the officer’s police service and be endorsed by the Chief of Police (the public can recommend by contacting the Chief’s office; the service then submits via the provincial portal). The incident falls within the typical eligibility window.

Note: Belleville police Chief Murray Rodd said Sunday’s shooting near the Sons of Jacob synagogue was a deliberate, hate-motivated attack directed at the Jewish community.
