To ensure student access to transcripts, all career colleges in Ontario must follow these mandatory practices:

πŸ—‚οΈ Transcript Retention Requirements:

1️⃣ All current and former students must have transcripts stored physically or electronically

2️⃣ Current student transcripts must be kept:
πŸ“ At the campus in student file AND
πŸ“ At a Superintendent-approved off-site facility not affiliated with the college

3️⃣ Former student transcripts must be:
➑️ Moved to the approved facility within 60 days of withdrawal, expulsion, or graduation

πŸ“€ Upload & Access Requirements:

βœ… Colleges must retain a Superintendent-approved third-party provider to issue transcripts if the college closes (and may retain one while still operating): ontario.ca/page/career-college-transcripts

πŸ“₯ All transcripts β€” including those of withdrawn or dropped students β€” must be uploaded to the third-party provider within 60 days

When enrolling students into vocational programs, it’s critical to distinguish between third-party funded and fee-paying students:

🎯 Third-Party Funded Students

These students do NOT pay directly. Their training is funded by:

βœ… Aboriginal Band Councils or Entities
βœ… Employers or other sponsoring organizations

These students are contracted through the organization, not directly with the college.

We’ve received confirmation from the Ministry inspector on key requirements for program and practicum delivery:

🏫 All in-class and practical training must be delivered at the location approved by the Superintendent at the time the program was authorized. This means students must attend training only at the designated campus listed in the program’s approval.

🩺 Practicum placements, however, offer greater flexibility:
βœ… They may occur at any suitable location, provided that:
β€’ The city of the placement is listed in the student’s contract
β€’ The student is made aware of the location at the time of enrolment
β€’ A proper host agreement is in place
β€’ The training site meets all Ministry standards, including liability insurance

🌍 Out-of-province placements are also possible β€” as long as institutions comply with all applicable laws and regulations. Legal review is strongly recommended in such cases to ensure full compliance.

πŸ•’ Prior-to-Midpoint Review = Required in Every Student File

Career colleges, don’t skip this one!
To comply with Ministry refund policy rules under O. Reg. 415/06, every student must receive a Prior-to-Midpoint Evaluation.

πŸ” Why it matters:
If a student withdraws after the midpoint, they are not eligible for a refund.
If they withdraw before the midpoint, they may are eligible β€” so this review gives them the chance to decide.

πŸ“‹ What to do (1–1.5 weeks before midpoint):

1️⃣ Print Attendance + Progress Reports
2️⃣ For students in good standing:
β€’ Send email + attach reports pr have a meeting to inform them about it
β€’ Student must reply or sign a form confirming they’ve reviewed and wish to continue

3️⃣ For students with poor performance:
β€’ Email and require a meeting to develop a Probation or Success Plan
β€’ Record notes and have the student and staff sign off after the meeting
