Canada has soft-launched a new immigration program that will allow up to 33,000 temporary foreign workers to transition to Permanent Residence (PR) between 2026 and 2027.

According to Immigration Minister Lena Metlege Diab, the initiative aims to support workers who are already contributing to Canada’s economy and communities.

• Up to 33,000 temporary foreign workers may receive PR over the next two years
• Focus on workers in in-demand sectors
• Targets those who have established roots in Canada and are paying taxes
• Part of the 2026–2028 Immigration Levels Plan
