Each year, on the last Sunday of September, Canadians come together to honour police and peace officers who have died in the line of duty.

Across the country, flags are lowered to half-mast, memorial services are held, and people take time to remember those who made the ultimate sacrifice while serving their communities.
The RCMP Academy was honoured to take part in Regina's memorial service this past Sunday, standing alongside our fellow first responders to pay tribute to those who served Canadians with courage, dedication and commitment. Assistant Commissioner Mike Lokken, Commanding Officer of Depot Division laid a wreath on behalf of the RCMP.

We were also honoured to participate in the unveiling of Regina's new Fallen Protective Services Memorial. The monument serves as a permanent tribute recognizing Saskatchewan firefighters, police officers, paramedics, correctional workers, emergency communications personnel, conservation officers and other protective services professionals who lost their lives in the line of duty.

Today, we were honoured to gather at the place that connects all Mounties to pay tribute to those who made the ultimate sacrifice in the line of duty.

Since 1935, the RCMP National Memorial Service has been held each year on the second Sunday of September, bringing us together to remember regular members, special constables, auxiliary constables, and civilian members who gave their lives in service to Canada.

While no new names were added to the RCMP Cenotaph this year, it has been a difficult year for policing across Canada. We have seen RCMP officers injured in the line of duty and have mourned the loss of officers from other police services. These events are a solemn reminder of the risks faced by those who answer the call to serve and protect our communities.

To everyone in attendance from near and far, and those who watched online, thank you. Your presence, support, and commitment to remembering our fallen are deeply valued. We will remember them.

Welcome to another edition of – Last time, we covered police powers of arrest under section 495(1) of the Criminal Code. Today, we're looking at arrest warrants.

Section 495(1)(c) C.C. details when a police officer may arrest an individual for whom a warrant of arrest has been issued. Did you know that warrants:

• Are issued by a court and give police the authority to arrest someone for the offence listed on the warrant.
• Have jurisdiction or ‘radius’ (e.g. Saskatchewan-wide). This means that if the person is located by police in Saskatchewan, they can be arrested.
• Can be either endorsed (person will generally be released with a new court date) or unendorsed (person will usually be held for a court appearance).
The last, trickier, part of the warrant process is used when a person named on a warrant is found outside the warrant's jurisdiction.
• For example: If a person wanted on a Saskatchewan-wide warrant is located in Alberta, police no longer have basic powers of arrest under section 495(1)(c) C.C.
• However, if the offence is indictable (including hybrid offences), police may still be able to arrest under section 495(1)(a), since it is reasonable to believe the person committed the offence identified on the warrant.

It is important for to train and fully understand their powers of arrest so they can make quick, lawful and correct decisions in the field.

What an incredible experience!

This week, we were proud to welcome more than 450 athletes to the for a behind-the-scenes tour. These young athletes were in Regina, Saskatchewan, for the Legion National Youth Track and Field Championships. These are Canada's only national track and field championships for the under-16 and under-18 categories.

It was a full and memorable morning for the athletes, coaches, chaperones and Legion representatives who joined us from across the country. Visitors had the opportunity to explore the Academy, learn about the history of Depot, and get a firsthand look at what life is like for as they train to serve Canadians.

The visit concluded with lunch at the Carden Estate Campground and watching the Sergeant Major's Parade.

Thank you to the many volunteers and employees who helped make this experience possible. Your support created a memorable visit for hundreds of young Canadians.

Welcome to another edition of – have you ever wondered what gives a police officer the power to arrest someone? It’s dense content, but here’s just a glimpse of what learn on this topic as part of their training.

A police officers’ powers of arrest come from Section 495 (1) of the Criminal Code (C.C.). Under the C.C., there are three types of offences:
🚔Indictable (the big bads – murder, treason, etc.)
🚔Summary conviction (lesser offences – cause disturbance, etc.)
🚔Dual procedure/hybrid (which can be either indictable or summary – theft, mischief, etc.)

Section 495 (1)(a) C.C. gives police officers the power to arrest a person for committing an indictable offence (meaning either indictable or hybrid offences) if that offence has happened in the past or if an indictable offence is about to be committed.

The above usually applies to policing when an offence was reported to police, but police arrive after the fact. It could also be that a police officer receives a reliable report of an offence that is being planned and intercedes prior to the offence occurring.

Section 495 (1)(b) C.C. gives police officers the power to arrest any person who they find committing any offence. For example – you see someone steal a candy bar; you can arrest them.

It is important for police officers to train and fully understand their powers of arrest. This allows them to make quick and correct decisions when faced with someone who has committed an offence. Cadets will build their understanding of powers of arrest continually in both classroom and scenario-based training.

For the third year in a row, we’re proud to parter with the Kids with Cancer Society and to create an unforgettable experience for two deserving young leaders. We were honoured to welcome Haley and Maya to the as Co-Commanding Officers.

Both Haley and Maya have gone through childhood cancer journeys and have dealt with so much at a very young age. We’re immensely proud that we’re able to bring them into our ranks and provide them with a once-in-a-lifetime opportunity.

Their two-day journey began yesterday in Alberta with the Alberta RCMP. From there, they made their way to Regina. First up on the agenda, they were the VIP guests at a Troop Graduation. Today they enjoyed a full day that included a tour, a drive around the track, trying out the driving simulators and a visit with the Emergency Response Team. The visit wrapped up with a very important task, inspecting the troops as Co-Commanding Officers at today’s Sergeant Major’s Parade.

Thank you, Haley and Maya, for leading us so proudly! Special thank you to everyone who worked together to create this memorable experience.

Serving our communities goes beyond the uniform. The is proud to participate in the campaign in support of Canadian Blood Services.

Today, some of our Depot members rolled up their sleeves to donate blood, helping ensure this life-saving resource is available for patients across Canada.

This campaign brings together RCMP detachments, police services, fire departments, EMS/paramedic services, and STARS Air Ambulance in a friendly competition to help patients across Saskatchewan and beyond.

Together, we can help save lives, one donation at a time.
