As you may know, immigration changes frequently and, although Canada is a huge country, sometimes people from specific regions prefer immigrating to specific places.
Here is an interesting article about French immigration to Montreal and here is a great quote about how the recent attempt at changing the PEQ played out:
'We would seem like one big happy family if it weren’t for all the drama surrounding the Legault government’s threat to drastically cut back on its Quebec Experience Program, an accelerated immigration policy for French-speaking graduates. The government has since backtracked on the hugely unpopular decision.
As the premier and his immigration minister, Simon Jolin-Barrette, learned the hard way, attempting to stem the tide of French immigration to Quebec is a dangerous game, if not plain foolhardy.'
