This act is discrimintory towards the Anglophone community in Montreal and Quebec at large.

Currently, in the province of Quebec it is impossible for Anglophone students to earn a University Bachelor's Degree by accumulating Certificates and/or Diplomas.

While on the Federal Government website, I'm trying to create an e-Petition to support our cause below. Yet, there seems to be a bit of a glitch in the admin system of the petitioner's site on my end. Because it WON'T let me PUBLISH THIS PETITION...

This is a rendition of what I'm trying to propose (for the 4th time - Federally) in a modified way. The provincial legislature has curtailed me around, in endless run and arounds and modifications... I did reach out to numerous MP's and Ministers. No one wants to touch it. Yet, by law of the Charter of Rights and Freedoms, they are legally binded to at least acknowledge and vote upon the petition. If not the Federal Government could be obliged to hear the petition. To HEAR IT, its a petition, that is voted upon by MP's, after that it's up to the process of the government,,, for whatever that is worth!

Please acknowledge the current error in the provincial educational system in the Province of Quebec in regards to achieving a "Bachelor's Degree". Currently, French higher education institutions offer a "Bach par Accumul" incentive to students by a process of joining 3 University Certificates. Yet, the English Universities (McGill, Concordia) do not offer this same incentive. A standardized rule of reformatting educational rules needs to occur to best suit the University students of Quebec. The current system discriminates against students wishing to achieve post secondary educational opportunities in a language of their preference. The current system limits higher education avenues for English students, and migrants wishing to educate in Canada from abroad. It's sets an atonement for preference of a French based University system. In the Charter of Rights and Freedoms, it states Under section 93 (4) Legislation respecting Education, "In case of any decision of the Governor General in Council on any Appeal under this section is not duly executed by the proper Provincial Authority in that Behalf, then and in every such Case, and as far only as the Circumstance of each Case require, the Parliament of Canada may make remedial laws for the due ex*****on of the provision of this section and under any Decision of the Governor General in Council Under this section." This clearly explains that if their is a lapse of implementation or acknowledgement from a Provincial Authority in this matter; than it is completed feasible for the Federal Government to intervene to make necessary changes for the rights and acknowledges of those individuals. Under the Charter of Rights and Freedoms, it also states under Section 16(3) Official Languages of Canada, "Nothing in this Charter limits the authority of the Parliament or a legislature to advance the equality of status of the use of English or French". We ask the Parliament of Canada Assembled and the Prime Minister of Canada to please acknowledge the following.

I've created an additional proposal document to submit to the Government of Quebec. This document is titled, "Proposition Contre la Bill 96" and outlines Anglophone minorities in and around the Montreal area. It states the rights they possess to educational opportunities (and other social services) based off minority language provisionment and jurisdiction they hold within Quebec. The Anglophone community in Montreal holds its own rights and priviledges outlined in terms of secondary minority language requirements. Currently, Bill 96 is infringing upon the rights of these peoples. Please take a moment to read, it is in French!

Quebec's education system has long been held within the confines of a Catholic and Protestant balance. For years it was contained within a confessional system until 1988. Catholic system was French Language based, and the Protestant system was English based. Funny, how some of these old fundamental ideals change for the Quebec government of today. After the CAQ was elected in 2018, there was a push to remove all religious symbols (mainly crosses) from any public servant, public leisure or general open spaces to modernize Quebec. That is not what is happening with Bill 96. If you choose to wipe the Catholic ideal Mr. Legault, does it not mean you may be open to a more Protestant English approach?

Still awaiting Federal publication of the E-Petition. It seems the federal system is too occupied to acknowledge a mere petition outlining educational rights in Montreal. Staying positive! The E-Petition has been presented to a few Federal Ministers now.

Successful day gathering more needed signatures for the Provincial petition that has been circulating for some time now. Every signature counts! It will be presented by a Provincial Minister in the next parliament session after October 4th. Get out and vote! More importantly - sign for Anglo Academic Rights in Montreal 👍🙂

Julius Gray, a well known Montreal lawyer, is contesting Bill 96 on several grounds. Respecting Anglo’s interests and individual rights and changes to the provincial constitution have been considered unconstitutional. This could also stem into students rights in fair and equal educational opportunities in the province. That is good news!

The E-Petition now has the recommended amount of signatures for Parliamentary review. It is currently awaiting authorization and review from the Federal Minister I has have chosen to present the petition before Parliament. I should hear something good from him shortly, stay tuned!!

Great day of canvassing for signatures at the University of Ottawa. Its good to see support for those close to the border of Ontario/Quebec inregards to “Anglo Student Rights” in city of Montréal. Thank you for the support!
