The document highlights cases where small trucking firms with just one or two trucks were reportedly approved to hire far more foreign workers than their actual operational capacity could justify. It also flags fabricated job offers, fake employment histories, and questionable language test submissions linked to multiple applications.
The report further notes allegations that LMIA-linked jobs were sometimes sold for amounts ranging between $10,000 and $70,000, raising concerns about a growing black market for Canadian work permits. Meanwhile, the number of Vulnerable Workers Open Work Permits has surged sharply from about 875 in 2021 to more than 9,600 in 2025, reflecting rising cases of exploitation and abuse in employer-tied work arrangements. Authorities continue to stress that while not all employers are involved, the integrity of Canadaβs immigration and trucking labour system is under increased scrutiny.

Major Family Sponsorship Update from Quebec!
Quebec has announced that it will reopen its family sponsorship intake on July 2, 2026, allowing sponsors to submit new undertakings for eligible family members seeking permanent residence.
Under the new two-year intake period, the province will accept a maximum of 15,700 applications, including 13,300 sponsorships for spouses, common-law and conjugal partners, and 2,400 sponsorships for parents and grandparents.
A significant change is that dependent children aged 18 and older will no longer be counted toward the cap, making it easier for families to reunite.
Quebec authorities have also confirmed that older pending applications will be prioritized once intake reopens. Applications submitted after the cap is reached will be returned, and processing fees will be refunded.
Those planning to settle in Quebec must follow a unique sponsorship process that includes obtaining a Quebec Selection Certificate (CSQ) before proceeding with permanent residence.
With demand expected to be high, eligible sponsors should prepare their applications well before the intake opens.
