NE-IAATI is pleased to announce William Haller, CIFI, FCLS, CSMIE, ACLS as our new USA Alliance Partner Coordinator. 🇺🇸🚔🇨🇦

Bill brings more than two decades of experience in law enforcement, insurance fraud investigations, and public service, making him an outstanding addition to our leadership team. His career has been built on integrity, collaboration, and a steadfast commitment to protecting individuals, organizations, and communities from fraud.

Bill currently serves as a Special Investigations Unit (SIU) Investigator with Donegal Insurance Group, where he conducts complex insurance fraud investigations across multiple lines of business and jurisdictions. During his tenure, he has modernized the organization's approach to social media investigations by implementing more efficient investigative practices. As a Certified Social Media Investigations Expert, Bill has also become a respected educator, delivering fraud awareness and social media investigative training to claims and underwriting professionals.

Prior to joining Donegal, Bill dedicated 15 years to the Northern York County Regional Police Department in Pennsylvania, including a decade as a Detective. His investigative portfolio included insurance fraud, identity theft, financial crimes, contractor fraud, home improvement scams, homicide, robbery, sexual assault, burglary, arson, and other major criminal investigations. 🕵️

He also served as a Certified Voice Stress Examiner, represented his agency on the United States Marshals Fugitive Task Force, and worked closely with the Pennsylvania Fusion Center.

Following his law enforcement career, Bill served as a Claims Investigations Agent with the Commonwealth of Pennsylvania, investigating medical and insurance claims while developing specialized expertise in medical billing and coding investigations.

Earlier in his career, he served as a Federal Police Officer with the National Security Agency, where he held a Top Secret Security Clearance.🚔

Bill has consistently demonstrated a passion for advancing the insurance fraud profession through education, innovation, and partnership. His unique blend of law enforcement leadership, investigative expertise, and commitment to industry collaboration makes him exceptionally well suited to serve as the USA Alliance's Partner Coordinator. 🇺🇸

Meet our 2nd Vice President Greg O’Connor

Staff Sergeant Greg O'Connor is a member of Peel Regional Police in Ontario, Canada, and has specialized in auto theft investigations since 2011. Throughout his career, he has become one of Canada's leading subject matter experts in vehicle theft investigations, intelligence, and transnational organized auto crime.

Greg is a recognized instructor and presenter at the Ontario Police College, where he teaches the annual Auto Theft Course, and at the Canadian Police College, where he serves as an instructor for the annual Specialized Vehicle Theft Course. Through these programs, he has trained investigators from police services across Canada, sharing investigative techniques, emerging trends, and best practices for combating organized vehicle crime.

As an investigator and operational leader, Greg has been instrumental in numerous joint-force and transnational vehicle theft investigations involving Canadian and international law enforcement partners. His work has helped identify, investigate, and disrupt sophisticated organized crime groups responsible for vehicle theft, fraud, and the international exportation of stolen vehicles.

In addition to his investigative and instructional responsibilities, Greg hosts the annual Vehicle Identifiers Conference and Training in Peel Region. The conference brings together law enforcement, government agencies, industry experts, insurance investigators, prosecutors, and international partners to share intelligence, emerging trends, investigative techniques, and best practices in the fight against organized vehicle crime. Under his leadership, the conference has become a premier forum for collaboration and professional development within the vehicle crime community.

In recognition of his expertise, Greg has travelled extensively throughout North America and internationally to present on organized auto theft, intelligence-led policing, and collaborative investigative strategies. He is widely regarded as a trusted Canadian resource and serves as a primary point of contact for Canadian vehicle theft investigations, emerging trends, and cross-border law enforcement collaboration.

Through his commitment to training, mentorship, innovation, and international partnerships, Staff Sergeant O'Connor continues to strengthen Canada's response to organized vehicle crime while fostering collaboration between law enforcement agencies and industry partners around the world.

🇺🇸Meet Our 4th Vice President:

Jay Rattmann is a Corporal with the Chester Township Police Department and has served in law enforcement since 2010. Since 2014, he has also been assigned as a Special County Detective with the Delaware County Criminal Investigation Division Auto Theft Task Force, where he works complex investigations involving organized auto theft, fraud, digital evidence, and multi-jurisdictional criminal enterprises.

Jay joined NE-IAATI because he recognized early in his career that auto theft investigations were rapidly evolving and becoming increasingly sophisticated. Through NE-IAATI, he found access to invaluable training, industry expertise, and a network of investigators who are passionate about combating vehicle crime. The association has provided opportunities to collaborate with law enforcement professionals across the country, learn emerging investigative techniques, and stay ahead of trends impacting the auto theft industry.

NE-IAATI has had a significant impact on Jay’s work by enhancing his investigative knowledge, expanding professional relationships, and providing resources that have directly contributed to successful investigations.

Beyond the training and networking opportunities, the organization has fostered lasting friendships and mentorships that continue to benefit both his career and the investigations he supports.
