Since 2020, the Kelowna Rail Trail has been a designated sheltering area for people experiencing homelessness.
But in March 2025, the city fenced it off, added 24/7 security, and turned it into a controlled site — costing taxpayers over $100,000 per month to operate.

City officials say it’s now safer and more stable. About 40 residents currently live there, with support from bylaw officers and outreach partners. Over 100 people have used the site so far, and 40+ have transitioned into housing or other supports.

Yet a tough question remains:
➡️ Has it really improved the situation — or just moved it somewhere else?
