- Provincial Attestation Letter (PAL) Update:
Most post-secondary study permit applicants and non-degree granting graduate program students will need a PAL.
Exceptions include primary and secondary school students, master’s or doctoral degree students, and more.
- Extended Post-Graduation Work Permit (PGWP) for Master’s Degree Graduates:
Starting February 15, 2024, graduates of master’s degree programs less than 2 years in length can now apply for a longer, 3-year PGWP.
This change aims to provide more opportunities for graduates to gain Canadian work experience and transition to permanent residence.
- PGWP Eligibility for Public-Private Partnership College Programs:
Changes have been made to restrict PGWPs for certain institutions due to concerns about program quality and student services.
- Open Work Permit Eligibility for Spouses:
Eligibility is limited to the spouses and common-law partners of students in graduate (master’s and doctorate) and professional degree–granting programs only.
Once these changes are in effect, spouses and common-law partners of international students seeking to extend their existing work permit will continue to be eligible under this stream.
The spouses and common-law partners of international students in other levels of study, including undergraduate and college programs, will no longer be eligible for an open work permit unless they already hold an open work permit under this stream.

Since January 30, 2024, IRCC has been accepting the Pearson Test of English (PTE Core) language test from Pearson Canada Inc. for all lines of business, except the Student Direct Stream (SDS). Economic permanent residence applicants now can use PTE Core test results as proof of language proficiency.
To ensure the validity of test results, applicants should verify them through Pearson’s online Score Report Website (SRW).

To enhance the quality and standards of education in British Columbia, the Minister of Post-Secondary Education, Selina Robinson announced some important topics about how they will start to follow and improve the government rules for international students.

📌 2-year ban on new institutions:
In response to exploitative practices, the province is implementing a rule that prohibits new higher education institutions from requesting permission from the government to enroll international students.
This pause will allow the province to evaluate recent changes and protect the interests of incoming students.
📌 Minimum language requirements:
To enhance preparation, minimum language requirements will be introduced in private institutions. Details will be released in March, ensuring international students have the language skills needed for a successful academic experience.
📌 Transparency in course fees
During the press release, British Columbia's Minister of Post-Secondary Education, Selina Robinson, also reported that institutions will be required to account for tuition costs for the entire time a student is studying. “This ensures that new students are aware of all the costs of their education before they begin the program,” the statement reinforces.
