Received a pre-arrival services email and then a Procedural Fairness Letter (PFL)โ€”but still got a PR refusal?

Pre-arrival services are a positive sign, not a final approval. IRCC can still refuse an application if concerns remain or the PFL response does not fully address them.

Every detail matters. If you receive a PFL, review the concerns carefully and respond with complete, consistent evidence before the deadline.

This is the first-ever draw under IRCC's relaunched Transport category โ€” pulled from category-based selection back in early 2025 and reintroduced this year with a completely new list of eligible occupations (think truck drivers, logistics, and airline personnel).

This is now IRCC's 46th Express Entry draw of 2026. So far this year, draws have leaned heavily toward candidates already in Canada โ€” provincial nominees and those with Canadian work experience.
