In Montessori:

Red Rods teach visual discrimination of length — long/short, longer/shorter, ordering by size, coordination, concentration, and preparation for mathematics.

Number Rods teach quantity and numbers 1–10. The alternating red and blue sections allow the child to see and count each unit, connecting a number name to a physical quantity.

So the progression is:
Red Rods → understanding length and dimension

Number Rods → understanding numerical quantity 1–10
