আন্তর্জাতিক শিক্ষার্থীদের উদ্দেশে অস্ট্রেলিয়ান ফেডারেল পুলিশের জরুরি সতর্কবার্তা

মোহাম্মাদ আবদুল মতিন: অস্ট্রেলিয়ান ফেডারেল পুলিশ (AFP) আন্তর্জাতিক শিক্ষার্থীদের উদ্দেশে জরুরি সতর্কবার্তা জারি করেছে। বিশেষ করে যারা পড়াশোনা শেষ করে শিগগিরই দেশে ফেরার প্রস্তুতি নিচ্ছেন, তাদের টার্গেট করছে অপরাধী চক্র।

শিক্ষার্থীদের বিশেষভাবে সতর্ক করে বলা হয়েছে, কোনো অবস্থাতে নিজের ব্যাংক অ্যাকাউন্ট বা পরিচয়পত্র অপরিচিত বা সন্দেহজনক ব্যক্তির কাছে বিক্রি বা হস্তান্তর করবেন না।

‘দ্রুত টাকা’র ফাঁদে ফেলছে অপরাধীরা:
AFP জানিয়েছে, সাম্প্রতিক সময়ে আন্তর্জাতিক শিক্ষার্থীদের লক্ষ্য করে ‘দ্রুত টাকা’ দেওয়ার প্রলোভন দেখিয়ে ব্যাংক অ্যাকাউন্ট ও পরিচয়পত্র কেনার চেষ্টা উল্লেখযোগ্যভাবে বেড়েছে। প্রলোভনে পড়লে শিক্ষার্থীরা অজান্তেই জড়িয়ে পড়ছেন মানি লন্ডারিং, সাইবার অপরাধ, প্রতারণা ও ভুয়া পরিচয় তৈরির মতো গুরুতর অপরাধে।

অপরাধীরা বৈধ প্রতিষ্ঠানের মতো ভান করছে:
ডিটেকটিভ সুপারিনটেনডেন্ট মেরি অ্যান্ডারসন জানিয়েছেন, অপরাধী দলগুলো বৈধ প্রতিষ্ঠান বা এজেন্সির ছদ্মবেশে শিক্ষার্থীদের কাছে আসে এবং তাদের ব্যাংক অ্যাকাউন্ট ব্যবহারের বিনিময়ে কয়েকশ ডলার দেওয়ার প্রতিশ্রুতি দেয়। অনেক ক্ষেত্রে পাসপোর্ট, ড্রাইভিং লাইসেন্স বা সরকারি পরিচয়পত্র ব্যবহার করে ভুক্তভোগীদের নামে নতুন ব্যাংক অ্যাকাউন্টও খোলা হয়।

জড়ালেই ভয়াবহ পরিণতি:
AFP জানিয়েছে, শিক্ষার্থীদের অ্যাকাউন্টে প্রতারণা নেটওয়ার্কের অনুসন্ধান বাড়ছে এবং এসব ঘটনায় জড়িতদের বিরুদ্ধে মামলা দায়ের করা হচ্ছে।

ফেডারেল পুলিশের ডিটেকটিভ সুপারিনটেনডেন্ট মেরি অ্যান্ডারসন জানিয়েছেন, এই ধরনের লেনদেনে যুক্ত থাকলে শিক্ষার্থীরা মানি লন্ডারিং বা প্রতারণার অভিযোগে অভিযুক্ত হতে পারে। এর ফলে ভিসা বাতিল, ভবিষ্যতে ভিসা প্রত্যাখ্যান, এমনকি অস্ট্রেলিয়ায় স্থায়ী নিষেধাজ্ঞাও আসতে পারে।”

বছরের শেষটাই সবচেয়ে ঝুঁকিপূর্ণ সময়:
AFP মনে করছে, বছরের শেষের দিকে যখন শিক্ষার্থীরা ডিগ্রি সম্পন্ন করে দেশে ফিরে যাওয়ার প্রস্তুতি নিচ্ছেন, তখনই তারা সবচেয়ে বেশি ঝুঁকিতে থাকেন। কারণ, ঠিক এই সময়টিকে ‘সুযোগ’ হিসেবে দেখছে অপরাধী চক্র।

অ্যান্ডারসন আরও বলেন, অনেকেই কয়েক দিনের মধ্যেই দেশে ফিরবেন, অপরাধীরা জানে এটাই তাদের সুযোগ। আমরা চাই আন্তর্জাতিক শিক্ষার্থীরা যেন কোনোভাবেই এই ফাঁদে না পড়ে

The Australian Government will cap new international student enrollments at 270,000 for 2025.

Breakdown:

Public Universities: 145,000

Private Higher Education: 30,000

VET Providers: 95,000

Exclusions: Postgraduate research, ELICOS, schooling, non-award courses, and government-sponsored scholars.

The new policy starts January 1, 2025, pending legislative approval, replacing Ministerial Direction 107.

The number of international students able to start study in Australia next year would be capped at 270,000 under the federal government's proposed reform of the sector, with individual limits to be set per institution.
