Inspiration from His-Majesty’s Audience to DEOs and TEOs
Background:
On the sidelines of iSherig Orientation Workshop for DEOs/TEOs at Punakha on 15th June 2019, His Majesty granted audience for 2 hours (4.30-6.30PM) to 17 DEOs/TEOs who visited to pay respect to late Yab-Rimpoche, Dasho Ugyen Dorji at Wolakha Anim Dratsang, Punakha. During the audience His Majesty shared his wisdom and concerns on the following issues that needed attention for the future benefit of Education.
Education as Priority
A confidence at stake! How far our Education System is Prepared!
In the starting lines His Majesty mentioned about how we can leverage technology for education, creation of job opportunities, efficient delivery of services, and public-private sector development in the country. We must take advantage of these emerging technologies such as Artificial Intelligence, Block chain, Internet of Things, Machine-
Learning, so on for the fast track development.

His Majesty affirmed that Education was his first priority and acknowledged the Ministry of Education for the accomplishments and successes so far. However, it was stressed that His Majesty was not confident with the quality and the current system of education that may not address the challenges faced in 21st century and henceforth!

On the establishments of private colleges in the country, His Majesty advised us to encourage establishment of quality private colleges meeting the standards and considering the present socio economic needs and developments. The establishment of any college in the country should match with the market and future needs of country. We must never encourage substandard (ཐབ་ཐོབ) colleges with business motives and profit oriented only. The DEOs as focal agency in the regions should take strict discretion of approvals considering the viability and need.

His Majesty mentioned on Pay Revision for teachers was a good decision considering the importance of teachers’ role for quality education and national building. His Majesty also mentioned that Education is sacrosanct and sacred and it should not be politicized. It should stand on its clear vision, roadmap and right direction in all times to come.

Roles of DEOs/TEOs
His Majesty questioned if DEOs have direct authority to take decisions and fix the principals who fail to perform their duties. Generally, His Majesty remarked that officials were assigned with huge responsibilities in any agencies but they were deprived of having certain authority to take decisions. There is a need to empower and create a system of shared responsibility and accountability within the organization. His Majesty pointed out the crucial roles of DEOs in implementing policies and monitoring educational programs in the district in the best interest of the nation. The DEOs serving in the southern districts especially in the border towns were to be vigilant. His Majesty commanded DEOs to orient the teachers and parents not to pamper children and make them too dependent on others.

Promotion of Bhutanese Values : Tangible and intangible culture through National language.
His Majesty recommended for the appointment of more Dzongkha Lopens in southern Dzongkhag schools comparatively. The need has been felt as the promotion of tradition and culture through language could take deeper root for national sensitivity and security.

On maturity and experiences of tertiary faculty: His Majesty shared genuine observation made by Fourth Druk Gyalpo with regard to young faculty teaching students in the colleges (Children teaching Children). This concerns the question of role modeling, teaching of values, conduct and integrity, and promotion of culture in the years to come.

Fail-Safe System/System Paralysis:
His Majesty pointed out that owing to too many Acts, Rules and Regulations in place, the scope of effective working system is being paralyzed. Having to follow so many rules and procedures, people tend not to take the risk of doing some minor works that can actually save huge cost to the government if done on time. His Majesty cited lots of examples regarding lapses in the procurement rules and regulations and how it resulted in the huge waste of government fund.

Government Scholarship for class XI
His Majesty pointed out that the government’s initiative of providing full scholarship to class XI students would help curve the youth issues such as teenage pregnancy, early marriage, youth dropouts, juvenile delinquencies, substance abuse and other social issues. On the other hand, His Majesty shared the concern over the compromising of quality of education which in turn will result in escalating youth employment problems. Therefore, the Ministry of Education in collaboration with the private schools offering government scholarship must carry out result analysis from class X-XII to assess the progress and quality of academic performance in two to three years from now. It must be ensured to remove the attitude of over dependency and complacency from the parents and students.

TVET – Mismatch of training facilities and market need (Provide hands on training with latest facilities).

His Majesty informed the DEOs that the government and Ministry of Labour and Human Resource were given the mandates to properly study the existing TVET programs offered in the TTIs. The concern His Majesty shared was regarding fewer intakes of youths in the TTIs and also to do with youth’s interest and readiness to take up vocational training. The major problem in the system is regarding mismatch of knowledge and skills of the TTI graduates with that of the need in the job market. Our youth must be provided with latest knowledge, skills and hands on experience to deal with fast changing world of technology.
