Com base no artigo debatido no curso, o estudo utiliza métodos computacionais e análise de dados para identificar padrões de comportamento legislativo, contribuindo para uma compreensão mais sistemática das conexões entre política doméstica e inserção internacional do Brasil.

The lecture by Vinicius Santos examines the role of legislative institutions in Brazilian foreign policy, focusing on the formal and informal mechanisms through which Congress participates in and oversees international affairs.
The presentation explores how political salience, institutional activation, and Executive–Legislative interactions shape the conduct of Brazilian foreign policy, an area traditionally viewed as concentrated within the Executive branch. Based on the course article, the study employs computational methods and data analysis to identify patterns of legislative behavior, contributing to a more systematic understanding of the relationship between domestic politics and Brazil’s international engagement.

Brazil-China Relations: A Three-Decade Analysis of Knowledge Diplomacy (1994–2024)

A palestra de Rodrigo Franklin Frogeri discute as dinâmicas da diplomacia do conhecimento nas relações entre Brasil e China ao longo das últimas três décadas. Bolsista de produtividade em pesquisa pelo convênio FAPEMIG/CNPq, Frogeri é doutor em Sistemas de Informação e Gestão do Conhecimento, mestre em Administração e bacharel em Ciência da Computação. Atualmente atua em projetos fomentados pelo governo brasileiro, pela União Europeia e pelo governo chinês.
A apresentação analisa como redes acadêmicas, universidades e cooperações científicas têm complementado os mecanismos tradicionais de diplomacia estatal entre Brasil e China. Com base no artigo debatido no curso, o estudo utiliza revisão sistemática da literatura e técnicas de análise de redes sociais para examinar a produção científica sobre as relações bilaterais entre 1994 e 2024.

The lecture by Rodrigo Franklin Frogeri examines the dynamics of knowledge diplomacy in Brazil–China relations over the past three decades. A research productivity fellow funded by FAPEMIG/CNPq, Frogeri holds a PhD in Information Systems and Knowledge Management, a master’s degree in Administration, and a bachelor’s degree in Computer Science. He currently works on projects funded by the Brazilian government, the European Union, and the Chinese government.
The presentation explores how academic networks, higher education institutions, and scientific cooperation have complemented traditional state diplomacy mechanisms between Brazil and China. Based on the course article, the study applies systematic literature review methods and social network analysis techniques to examine scientific production on Brazil–China relations between 1994 and 2024.

Mestre em Estudos Latino-Americanos pela Universidade de Oxford e doutorando em Relações Internacionais pela Universidade de Coimbra, o palestrante é pesquisador visitante no BRICS Policy Center.
A apresentação discute a projeção internacional da China na América Latina a partir de uma perspectiva crítica voltada à governança global e aos direitos humanos. Com base no artigo debatido no curso, a exposição examina como o aumento dos investimentos, financiamentos e mecanismos de cooperação sino-latino-americana amplia alternativas estratégicas para a região, ao mesmo tempo em que produz tensões relacionadas à transparência, accountability e proteção de direitos no contexto da transformação da ordem internacional.

He holds an MSc in Latin American Studies from University of Oxford and is a PhD candidate in International Relations at University of Coimbra.
The presentation discusses China’s growing international projection in Latin America from a critical perspective centered on global governance and human rights. Based on the course article, the lecture examines how increasing Chinese investment, financing, and cooperation have expanded strategic alternatives for Latin American countries, while also creating challenges related to transparency, accountability, and rights protection in a changing global order.
