URAP - University Ranking by Academic Performance University Ranking by Academic Performance (URAP) Research Laboratory was established at Informatics Institute of Middle East Technical University in 2009. Main objective of URAP is to develop a ranking system for the world universities based on academic performances.

Minstens 41 landen zouden op de EU zwarte lijst moeten staan, samen met 6 EU landen - Wouter Lips (GIIS) en Alex Cobham (Tax Justice Network).

Omdat het proces van de nieuwe Europese blacklist (5 december) volgens hen nontransparent is en politieke invloed een factor kan zijn, deden Wouter en Alex de oefening als eens voor. Enkel en alleen op basis van de EU's eigen criteria, zonder politieke overwegingen.

Omwille van transparantie is alle data ook vrij beschikbaar voor wie zijn eigen interpretatie wil geven.
