চীন-বাংলাদেশ সম্পর্কের ৫১ বছর ও ভবিষ্যত সম্পর্কে বলুন

গত ৫ দশকে চীন-বাংলাদেশ সম্পর্কটাকে তিনটা পর্ব ভাগ করা যায়। প্রথম পর্ব হল ৭৫ থেকে শুরু করে আশির দশকের শেষের দিকে পর্যন্ত। এ সময়পর্বে দ্বিপাক্ষিক সম্পর্কের ভিত্তিটা তৈরি হয়েছে। কূটনৈতিক যোগাযোগ থেকে শুরু করে প্রাথমিকভাবে নিরাপত্তার ও প্রতিরক্ষাকর ক্ষেত্রে সম্পর্কগুলি তৈরি হয়েছে।

দ্বিতীয় পর্ব ২০১৫ সাল পর্যন্ত। এ সময়ে সম্পর্কটা আরো বিস্তার লাভ করেছে, বিশেষ করে বাণিজ্যিক সম্পর্ক। ২০০৬ সালে চায়না বাংলাদেশের সবচেয়ে বড় বাণিজ্যিক অংশীদার হিসেবে আবির্ভূত হয়। ২০০৬ সালের পরে দ্বিপাক্ষিক সম্পর্ক অর্থনীতি, নিরাপত্তা, পিপল টু পিপল সম্পর্কসহ বিভিন্ন দিকে বিস্তারিত হয়েছে। এছাড়াও সাংস্কৃতিক বিনিময়সহ সবদিকে বিস্তার লাভ করে। আর ২০১৬ সালে চীন ‘বেল্ট এন্ড রোড ইনিশিয়েটিভ’ (বিআরআই) উত্থাপন করে। ওই উদ্যোগের অধিনে বাংলাদেশ সবচেয়ে আগে যোগ দেওয়া দেশগুলোর অন্যতম। তারপর থেকে চীনের সাথে বাংলাদেশের সম্পর্ক আরো বৃদ্ধি পেয়েছে। ২০১৬ সালে প্রেসিডেন্ট সি চিন পিং বাংলাদেশ সফর করেন। তারপর থেকে বলা যায় যে আমাদের সম্পর্কে একটা নতুন মাত্রায় চলে যায়। এবং তারপর থেকে একটা নতুন দিক তৈরি হয়। সেটা হচ্ছে অবকাঠামো উন্নয়নে চীনের সহযোগিতা। ২০১৬ সালের পরে চীন আমাদের কিছু মেগা ইনফ্রাস্ট্রাকচার ডিভেলপমেন্টে খেতে সহযোগিতা করছে। যেমন কর্ণফুলি টানেল, ঢাকা এক্সপ্রেস ওয়ে। পদ্মা সেতু আমাদের সবচেয়ে প্রধান অবকাঠামোর অন্যতম। সেখানে অনেকগুলো কাজ চায়না আমাদেরকে সাহায্য করেছে। পদ্মা সেতুর রেলওয়ে অংশটা চীন তৈরি করার ক্ষেত্রে সহযোগিতা করেছে।

এখন যদি দিকনির্দেশনার কথা বলি এবং আমরা কি শিখলাম তাহলে আমি বলব যে চায়নাকে বলা হয় বাংলাদেশের জনগণের ট্রাস্টেড ফ্রেন্ড বা বিশ্বস্ত বন্ধু এবং আমাদের সম্পর্কটা অনেকটা সমতার উপর ভিত্তি করে। এই বিষয়গুলা হচ্ছে চীন-বাংলাদেশ মৈত্রীর সবচেয়ে বড় বৈশিষ্ট্য, যে এটা হচ্ছে পারস্পরিক উপকারিতামুলক সম্পর্ক। পৃথিবীর অনেক দেশ সম্পর্কের ক্ষেত্রে একটু ডমিনেটিং মনোভাব থাকে। চীন যদিও বাংলাদেশের তুলনায় অনেক বড় দেশ এবং বিশ্বের একটা গুরুত্বপূর্ণ শক্তি, কিন্তু বাংলাদেশের সাথে চায়নার সম্পর্কতে অসমতা বিষয়টা কখনোই কাজ করে না। আমাদের সম্পর্কটা সবসময় সমতার ভিত্তিতে পারস্পরিক স্বার্থের ভিত্তিতে। এই জায়গাটাকেই আমাদেরকে আরো এগিয়ে নিয়ে যেতে হবে। এবং আমার মনে হয় যে আমি যে গবেষণা করছি সেখানে আমি আরো দেখার চেষ্টা করছি যে নতুন আর কোন কোন ক্ষেত্রে চায়না এবং বাংলাদেশ আরো বেশি সহযোগিতা করতে পারে।

নতুন নির্বাচিত সরকারের চীন সংক্রান্ত পররাষ্ট্রনীতি সম্পর্কে জানতে চাই

বাংলাদেশ আসলে শুধু নতুন সরকার না, যে কোন সময়ের জন্যই বাংলাদেশ সবসময় চেষ্টা করে যেসব গুরুত্বপূর্ণ দেশগুলোর সাথে সুসম্পর্ক বজায় রাখা। আমাদের যে ফরেন পলিসি সেখানে আমরা যে মেইন প্রিন্সিপালটা কাজ করে সেটা হচ্ছে আমাদের সবার সাথে বন্ধুত্ব। এই জায়গাটা এই নতুন সরকার তাদের নির্বাচনের যে মেনিফেস্টোতেও একই কথা বলেছে যে সবার সাথে বন্ধুত্ব এই ধরনেরই একটা পলিসি তারা ফলো করবে। তাই এই নতুন সরকারের ক্ষেত্রে সব দেশের সাথেই সম্পর্ক উন্নয়নের জন্য কাজ করবে। আর চীনের সাথে আমাদের যেরকম গভীর সম্পর্ক, অর্থনৈতিক থেকে শুরু করে সাংস্কৃতিক, সামাজিক যোগাযোগ সম্পর্ক পর্যন্ত। বিশেষ করে সামাজিকের দিকে আমাদের ভিতরে অনেক মিল রয়েছে। আমি গত বেশ কয়েকদিন চীনে ছিলাম, আমি নিজে বোধ করেছি যে আমাদের কত সাংস্কৃতিক মিল থাকে। আমাদের অনেক সোশ্যাল নরমস ভ্যালু একই। এই এসব দিক থেকে চিন্তা করলে, আমার মনে হয় যে নতুন সরকারও এটা আমাদের যে সম্পর্ক আরো এগিয়ে নিয়ে যেতে পারে তার কথা ভাববে।

চীনের পঞ্চদশ পাঁচসালা পরিকল্পনা সম্পর্কে আপনার অভিমত

আমার মনে হয় যে এই সময় চীন ‘পঞ্চদশ পাঁচসালা পরিকল্পনা’ তৈরী করা খুবই বিচক্ষণ একটা উদ্যোগ। তার মানে সঠিক একটা উদ্যোগ হয়েছে। যে আসলে চায়না এখন তার উন্নয়নের যে পর্যায়ে রয়েছে এই সময়টা আসলে ওই উচ্চ মানের উন্নয়ন এবং জনগণের জীবন ব্যবস্থার সর্বোচ্চ মান কিভাবে অর্জন করা যায় ওই জায়গাটাই মনোযোগ দেওয়া দরকার। এবং আমি এটা বললাম যে এই যে ডিজিটাল টেকনোলজি এবং রোবোটিক্স এসব বিষয়ে চায়নার যে অগ্রগতি এইটাকে আরো কিভাবে জনগণের কল্যাণে জনগণের উন্নয়নে জনগণের উন্নত জীবনের জন্য ব্যবহার করা যায়, সে জায়গাটাই মনোযোগ দেওয়া দরকার। এবং আমি মনে করি যে এই নতুন যে পাঁচসালা পরিকল্পনা এটাতে ওই জায়গাটাই সঠিক জায়গায় মনোযোগ দেয়া হয়েছে।

আমি আরেকটু নিজের অভিজ্ঞতা শেয়ার করি। আমি যে চীনের হোটেলে থাকে সেখানে একটি স্মল রোবট ছিল। ওই ছোট রোবট খাবার পৌঁছে দেয়, ডেলিভারি যেগুলো আসে বিভিন্ন রুমে গিয়ে খাবার পৌঁছে দেয়। এটা খুবই ইন্টারেস্টিং একটা বিষয়। তারপর আমি চীনের নিউজ চ্যানেলে দেখলাম যে ওইখানে ছেলেরা প্র্যাকটিস করছে, সাথে রোবটদের সাথে মার্শালার প্র্যাকটিস করছে, মেয়েরা ডান্স প্রোগ্রাম করছে, সেখানে রোবটরা নাচছে। আমার মনে হয় যে আরো কিছু চীনের টিভি চ্যানেল যদি বাংলাদেশে প্রচার করা যায়, যদি বাংলাদেশের সংশ্লিষ্ট প্রতিষ্ঠানের সাথে আলোচনা করে চীনের টিভি অনুষ্ঠান যদি নিয়ে আসা যায় তাহলে বাংলাদেশের সাধারণ জনগণও চীন সংক্রান্ত সর্বশেষ খবর জানতে পারবে।

চীনের বৈশ্বিক উদ্যোগ নিয়ে আপনার ধারণা?

চীন যে বৈশ্বিক উন্নয়ন উদ্যোগ, বৈশ্বিক নিরাপত্তা উদ্যোগ, বৈশ্বিক সভ্যতা উদ্যোগ এবং বৈশ্বিক শাসন উদ্যোগ এই চারটি উদ্যোগ উপস্থাপন করেছে এই চারটা উদ্যোগকে কিন্তু আসলে একটা আরেকটার সাথে কমপ্লিমেন্টারি বা পরিপূরক। আমি বলবো যে এটা অবশ্যই চীনের ক্ষেত্রে দরকারি, আর এটার সাথে আসলে আমাদের বাংলাদেশের যে উন্নয়নের উদ্যোকটা বা বাংলাদেশের উন্নয়ণ আকাঙ্ক্ষা ও প্রচেষ্টা সেটার সাথেও কিন্তু কমপ্লিমেন্টারি। চীনের সাথে বাংলাদেশ সম্পর্কের একটা শক্ত জায়গা হচ্ছে যে আমাদের নর্মস এন্ড ভ্যালুজ গুলো মিলে। আমরা আন্তর্জাতিক ক্ষেত্রে যে বিষয়গুলা তুলে ধরতে চায় বা যে বিষয়গুলাকে চায়না সমর্থন করে, বাংলাদেশেও ঠিক একই বিষয়গুলা সমর্থন করে। যেমন মাল্টিল্যাটারালিজম, চায়নাও চায় যে একটা মাল্টিল্যাটারাল গ্লোবাল ফ্রেমওয়ার্ক কাজ করুক। তারপর আন্তর্জাতিক আইনের প্রতি সম্মান, তারপর রুল বেস্ট একটা অর্ডার। বাংলাদেশে কিন্তু ঠিক এই একই ভ্যালুজ একই ধরনের বিষয়গুলা তুলে ধরতে চায় বা ১ ধরনের বিষয়গুলো সমর্থন করে। সেক্ষেত্রে আমি বলবো যে এগুলো আসলে বাংলাদেশের ক্ষেত্রে এটা কমপ্লিমেন্টারি। আমরা এটাকে মানে মিউচুয়াল ডেভেলপমেন্টের ক্ষেত্রে সহায়ক হবে বলেই মনে করি।

বর্তমান বিশ্ব প্রেক্ষাপটে একটা দেশের স্থিতিশীলতার সবচাইতে গুরুত্বপূর্ণ জায়গা হচ্ছে তার অর্থনৈতিক সক্ষমতা। সে ক্ষেত্রে চীন সবার থেকে এগিয়ে। আমরা দেখছি যে ইউএস ইসরাইল ইরান যে যুদ্ধটা চলছে সেই যুদ্ধের ভিতরে কিন্তু যে পরিমাণ জ্বালানি সংকট তৈরি হয়েছে সেটাতে বড় বড় পশ্চিমের দেশগুলো বড় বড় অন্যান্য যেসব অর্থনৈতিক দেশগুলো যতটা বেশি প্রভাবিত হয়েছে চীন কিন্তু অর্থনৈতিক সক্ষমতা দিয়ে বিষয়টাকে এড্রেস করতে পারছে। চীন সারা বিশ্বের জন্য একটি দৃষ্টান্ত সৃষ্টি করেছে। পুরো বিশ্বের আমাদের মত যেসব উন্নয়নশীল দেশ আছে তাদের জন্য কিন্তু একটা উদাহরণ। যে কোন দেশের আসলে বিশ্বে তার অবস্থান তৈরি করার ক্ষেত্রে, তার নিজের যে স্বার্থগুলি সুরক্ষা করার ক্ষেত্রে সবার আগে দরকার হচ্ছে তার নিজস্ব সক্ষমতা তৈরি করা। তাই আমি মনে করি, ওইখানে চায়না একটা স্থিতিশীলতা শক্তি, বিশ্বে তার একটা বিশাল অবদান রয়েছে।

Executive Deputy Director of the Center for China Studies Dr. Li Hongmei paid a courtesy call on Dhaka University (DU) Vice-Chancellor Professor Dr. A B M Obaidul Islam today.

Another Executive Deputy Director of the institution, Xu Shi Cheng and Programme officer Nabila Tabassum were also present at the meeting held at the VC’s office.

During the meeting, both parties discussed various issues of mutual interest. The talks were focused on preparations for an international conference scheduled to be held on April 7 and 8.

Emphasis was placed on participation of experts from Bangladesh and China, organizing different academic sessions, and strengthening research collaboration.

Both sides expressed interest in expanding international cooperation in education and research, including faculty and student exchange programmes and joint research initiatives.

The meeting also discussed China-Bangladesh academic exchange programmes, creating training opportunities for young researchers and students, and undertaking various joint initiatives in the future.

DU VC stressed the importance of enhancing collaboration between Dhaka University and Chinese institutions, expressing hope for further expansion of such initiatives.

Dr. Li Hongmei, too expressed interest in strengthening cooperation between the two institutions.

Happy Chinese New Year- The Year of Horse

From December 21st to 23rd, 2025, Professor Chen Dongxiao, the President of the Shanghai Institutes for International Studies, led a delegation to visit and conduct research in Bangladesh. Members of the delegation include Professor Liu Zongyi, Director of the SIIS Center for South Asian Studies, Dr. Tan Chenyi and Dr. Zhang Xiaoyin, members of the SIIS Center for South Asian Studies. During the visit, the delegation had in-depth exchanges with local think tanks and universities in Bangladesh, representatives of the Chinese embassy in Bangladesh and Chinese-funded enterprises on topics such as local political and economic hot-spots, China-Bangladesh relations, regional security and development. During the event, our delegation also participated in the second China-South Asia Development Cooperation High-level Dialogue jointly held by the Osmani Center for Peace and Security Research (OCPASS) of Bangladesh and the Bangladesh Institute for International Strategic Studies (BIISS), and delivered speeches at the conference.

12 December 21
In the morning, the delegation held a symposium with renowned local scholars. Among them were Professor Kaiser Haq, a renowned translator and critic from Bangladesh, Professor Sultan Hafeez Rahman, former Director General for South Asia at the Asian Development Bank (ADB), and Professor Obaidul Haque, an associate professor at the School of International Relations at the University of Dhaka. The two sides had a friendly and in-depth exchange on topics such as the current political situation in Bangladesh, major social issues, and the future development of China-Bangladesh relations.

At noon, the delegation invited Professor Imtiaz Ahmed, Executive Director of the Centre for Alternatives in Bangladesh, former Director of the Centre for Regional Strategic Studies (RCSS) in Colombo and former professor of international relations at the University of Dhaka, for a working lunch. Professor Imtiaz welcomed the delegation and engaged in a more in-depth discussion with them on hot topics related to the upcoming election in Bangladesh.

In the afternoon, the delegation and Mr. Fan Daqi, Vice President of the Academy of Contemporary China and World Studies, visited the Chinese Embassy in Bangladesh. Ambassador Yao Wen met with the delegation, accompanied by Consul General Liu Yuyin and other embassy officials. Ambassador Yao Wen had in-depth exchanges with members of the domestic delegation on current domestic and foreign affairs in Bangladesh, China-Bangladesh relations, bilateral economic and trade exchanges and people-to-people exchanges, and suggested that more attention should be paid to strengthening think tank exchanges and academic dialogues between China and Bangladesh.

In the evening, the delegation and Vice President Fan Daqi visited the Bangladesh Institute of Peace and Security Studies (BIPSS). A N. M. Muniruzzaman, the Director of BIPSS and a retired major general, received the Chinese delegation. The two sides held a dialogue on issues such as the adjustment of Bangladesh's foreign policy, the major power game in South Asia, and cooperation between bilateral think tanks.

The delegation, along with Vice President Fan Daqi, was invited to a dinner at the Osmani Centre for Peace and Security Studies (OCPASS) in the evening. Dr. Mohammad Mahfuzur Rahman, Chairman of OCPASS, former head of the Armed Forces Division of the Office of the Prime Minister of Bangladesh and retired lieutenant general, delivered a speech at the dinner and extended a warm welcome to the Chinese delegation. After the dinner, SIIS Professor Chen Dongxiao and OCPASS Chairman Mahfuzur Rahman signed a memorandum of cooperation in the presence of members of both institutions.

December 22

The Chinese delegation attended the second China-South Asian Development Cooperation High-level Dialogue, jointly organized by the Osmani Centre for Peace and Security Studies (OCPASS) and the Bangladesh Institute for International Strategic Studies (BIISS). This is the second institutionalized meeting since the first China-South Asia Development Cooperation High-level Dialogue, which was held by the Shanghai Institutes for International Studies in September 2025. The meeting was divided into three sub-topics: "The geopolitical environment of the Indian Ocean and its impact on Regional Security", "Regional Economic and Trade Relations", and "Regional Sustainable Development and people-to-people exchanges". President Chen Dongxiao, on behalf of the conference organizers, delivered the opening remark and the closing remark.Professor Liu Zongyi, Director of the SIIS Center for South Asian Studies, Dr.Tan Chenyi and Dr. Zhang Xiaoyin, members of the SIIS Center for South Asian Studies, and Mr. Fan Daqi, Vice President of the Academy of Contemporary China and World Studies, respectively participated in the keynote speeches and discussions on the sub-topics.

In the evening, the delegation and Vice President Fan Daqi and others were invited to Dhaka University for a working dinner, and Professor Mamun Ahmed, Pro-Vice Chancellor of the University of Dhaka, warmly welcomed the Chinese delegation. The two sides had a practical exchange on the current situation of people-to-people and cultural exchanges between China and Bangladesh and on how to strengthen cooperation between the two sides' think tanks and universities. Professor Sayema Haque Bidisha,Pro-Vice Chancellor of the University of Dhaka, Professor Siddiqur Rahman Khan, Dean of the Faculty of Arts, and Selim Reza, Dean of the Faculty of Medicine among others, attended the dinner.

December 23

In the morning, the delegation visited the Bangladesh Institute of International and Strategic Studies. The delegation was received by Major General A. S. M. Ridwanur Rahman, Director General of BIISS, and the two sides had an in-depth exchange on issues such as the current domestic political situation in Bangladesh and the security situation in South Asia. The delegation then visited the institute's multi-functional meeting room, library and other facilities and reached a consensus on further strengthening bilateral think tank cooperation in the future.

In the afternoon, the delegation visited the Centre for Policy Dialogue in Bangladesh and was received by Dr. Fahmida Khatun, the Executive Director of the centre. The two sides exchanged views on the current economic situation in Bangladesh, social hot-spots and the expectations of the country's youth.

In the afternoon, the delegation went to the University of Dhaka and held a signing ceremony for the 2026 research topics at the Centre for China Studies (SIIS-DU). The Chinese Director, Professor Liu Zongyi, and the Bangladeshi Director, Professor Shamsad Mortuza, signed agreements with the heads of the research projects respectively. Subsequently, the delegation held discussions with members of previous Bangladesh Youth leaders' visits to Chin and Professor MD Rakibul Hoque from the University of Dhaka, among others. They all expressed their intention to further enhance friendship and mutual trust between Chinese and Bangladeshi youth and provide a good social foundation for promoting the development of China-Bangladesh relations.

In the evening, the delegation had a working dinner with Mr. Han Kun, the country representative of PowerChina in Bangladesh and the President of the Bangladesh Association of Chinese Enterprises. President Han gave an in-depth presentation on the construction and operation of China Power Construction Corporation's core projects in Bangladesh. The two sides engaged in candid and in-depth exchanges on issues such as the overall business environment in Bangladesh and opportunities and challenges for Chinese enterprises in the country.

Through this research and exchange, the delegation gained an in-depth understanding of the main views and basic judgments of Bangladesh's political, academic, military and young student groups on the current development of the country, and engaged in productive exchanges with people from all walks of life in Bangladesh on core issues in China-Bangladesh relations. It laid a solid foundation for further academic research in Bangladesh and for expanding exchanges and cooperation with the country.

The Centre for China Studies (SIIS-DU) Invited Professor Sk. Tawfique M. Haque to Visit China for Academic Exchange

From December 12 to 20, 2025, at the invitation of the Centre for China Studies (CCS) in Bangladesh, Professor Sk. Tawfique M. Haque, Director of the South Asian Institute of Policy and Governance (SIPG) at North South University, undertook a visit to China as a Senior Visiting Scholar at the Shanghai Institutes for International Studies (SIIS). During his visit to SIIS , Vice President of SIIS Li Kaisheng met with Professor Haque to facilitate comprehensive discussions on prospective joint research initiatives.
Professor Haque delivered a lecture at SIIS titled “Development of BCM+I Economic Corridor: A Phased Approach to Regional Connectivity and Cooperation.” He posited that the development of the “BCM+I” economic corridor represents a pivotal pathway for fostering the interlinked growth of South and Southeast Asia. Observing that India’s reticence stems from geopolitical complexities, domestic economic considerations, and security apprehensions, he contended that the “BCM+I” paradigm, whereby cooperation proceeds with Bangladesh, China, and Myanmar while keeping the door open for India, offers a more pragmatic and viable operational framework. He underscored that adopting a phased approach to infrastructure nodes, enhancing digital collaboration in customs, and optimizing port efficiency are instrumental strategies for realizing mutual regional benefits.
