মাধ্যমিক পর্যায়ে এখনো ৯৭ শতাংশ বিদ্যালয় পরিচালিত হয় বেসরকারি পর্যায়ে। যেনতেন প্রকারে চলছে শিক্ষাদান পদ্ধতি, মানের প্রশ্ন এখন সুদূরপরাহত। প্রাথমিক ও মাধ্যমিক বিদ্যালয় যেখানে রাষ্ট্র কর্তৃক পরিচালিত হওয়ার কথা, এই দুই পর্যায়ের শিক্ষা যেখানে জাতীয় করা প্রয়োজন, সেখানে আমরা সরকারি অনুদানকেও যদি বলি যে এর দ্বারা শিক্ষার কোনো উপকার হয় না, তাহলে বিষয়টি খুব ভালো দেখায় না। শিক্ষকদের যদি রাষ্ট্রীয় তহবিল থেকে কোনো অর্থ দেওয়া না হয়, তাহলে শিক্ষা চলবে কিভাবে, কারা শিক্ষা দান করবেন? এ পর্যন্ত শিক্ষকদের ২৮ বার আন্দোলনে নামতে হয়েছে। বেসরকারি শিক্ষকরা রাষ্ট্রীয় কোষাগার থেকে ২০ টাকা অনুদান নিয়ে শিক্ষা কার্যক্রম শুরু করেছেন। তাঁদের হাতেই তৈরি হয়েছে বড় বড় শিক্ষক, বিজ্ঞানী, আমলা, মন্ত্রী। আমরা এখনো যদি শিক্ষকদের রাষ্ট্র থেকে কোনো বরাদ্দ দিতে না চাই, সেটি হবে দুঃখজনক। মাননীয় অর্থ মন্ত্রী শিক্ষক সমাজ কে ভাল চোখে দেখেন না তার প্রমাণ তিনি অসংখ্য বার রেখেছেন । রাবিশ শব্দটি কোথায় কখন কোন পরিস্তিতে কার বেলায় প্রয়োগ করতে হবে তা তিনি শিক্ষক দের নিকট থেকেই শিখেছেন । আশা করি মন্ত্রি পরিষদ তাকে সাহায্য করবেন । কারণ শিক্ষকদের নিকট থেকে আমরাও শিক্ষা নিয়েছি।
