ভূমি বিষয়ক নিম্নের তথ্যাবলী প্রত্যেকেরই জানা উচিত! “পর্চা”, “দাগ”, “খতিয়ান”, “মৌজা”, “জমা খারিজ”, “নামজারি”, “তফসিল” ইত্যাদি বিষয়ের ডেফিনেশন এবং জেনে নিন ভূমি বিষয়ক জরুরী সব তথ্য।
১!“নামজারী” বা মিউটেশন কাকে বলে?
ক্রয়সূত্রে/উত্তরাধিকার সূত্রে অথবা যেকোন সূত্রে জমির নতুন মালিক হলে নতুন মালিকের নাম সরকারি খতিয়ানভুক্ত করার প্রক্রিয়াকে নামজারী বলা হয়।
২!“জমা খারিজ”কাকে বলে?
যৌথ জমা বিভক্ত করে আলাদা করে নতুন খতিয়ান সৃষ্টি করাকে জমা খারিজ বলে। অন্য কথায় মূল খতিয়ান থেকে কিছু জমির অংশ নিয়ে নতুন জোত বা খতিয়ান সৃষ্টি করাকে জমা খারিজ বলে।
৩!“খতিয়ান” কাকে বলে?
ভূমি জরিপকালে ভূমি মালিকের মালিকানা নিয়ে যে বিবরণ প্রস্তুত করা হয় তাকে “খতিয়ান” বলে।
খতিয়ান প্রস্তত করা হয় মৌজা ভিত্তিক। আমাদের দেশে CS, RS, SA এবং সিটি জরিপ সম্পন্ন হয়েছে। এসব জরিপকালে ভূমি মালিকের তথ্য প্রস্তত করা হয়েছে তাকে “খতিয়ান” বলে। যেমন CS খতিয়ান, RS খতিয়ান…

৪!ভূমি বা Land কাকে বলে?
“ভূমি কাকে বলে?”- এর আইনী সংজ্ঞা রয়েছে। The State Acquisition and Tenancy Act, 1950- এর ২(১৬)- ধারা মতে, “ভূমি (land) বলতে আবাদি, অনাবাদি অথবা বছরের যেকোন সময় পানিতে ভরা থাকে এবং ভূমি হতে প্রাপ্ত সুফল, ঘরবাড়ি বা দালান কোঠা বা মাটির সঙ্গে সংযুক্ত অন্যান্য দ্রব্য অথবা স্হায়ীভাবে সংযুক্ত দ্রব্য এর অন্তর্ভুক্ত বুঝাবে।”
৫! ভূমি জরিপ/রেকর্ড কাকে বলে? ভূমি জরিপ হচ্ছে ভূমির মালিকানা সম্বলিত ইতিহাসের সরেজমিন ইতিবৃত্ত।
আইনী সংজ্ঞা হচ্ছে, The Survey Act, 1875 এবং সংশ্লিষ্ট বিধিমালা অনুযায়ী সরকারের জরিপ বিভাগ সরেজমিন জরিপ করে ভূমির মালিকানার যে বিবরণ
এবং নকশা তৈরী করে তাই রেকর্ড বা জরিপ। অর্থাৎ রেকর্ড বা জরিপ হচ্ছে মালিকানার বিরবণ এবং নকশার সমন্বয়। একটি ভূমির মালিক কে এবং তার সীমানা কতটুকু এটা ভূমি জরিপের মাধ্যমে নকশা/ম্যাপ নির্ণয় করা হয়। এই নকশা এবং ম্যাপ অনুসারে মালিকানা সম্পর্কিত তখ্য যেমন ভূমিটি কোন মৌজায় অবস্থিত, এর খতিয়ান নাম্বার, ভূমির দাগ নাম্বার, মালিক ও দখলদারের বিবরণ ইত্যাদি প্রকাশিত হয় যাকে খতিয়ান বলে। রেকর্ড বা জরিপ
প্রচলিতভাবে খতিয়ান বা স্বত্ত্বলিপি বা Record of Rights (RoR) নামেও পরিচিত। রেকর্ড বা জরিপের ভিত্তিতে ভূমি মালিকানা সম্বলিত বিবরণ খতিয়ান হিসেবে পরিচিত। যেমন CS খতিয়ান, RS খতিয়ান, ইত্যাদি। আমাদের দেশে পরিচালিত ভূমি জরিপ বা রেকর্ড গুলো হচ্ছে;
1. CS -Cadastral Survey
2. SA- State Acquisition Survey (1956)
3. RS -Revitionel Survey
4. PS – Pakistan Survey
5. BS- Bangladesh Survey (1990)
ক) সি.এস. জরিপ/রেকর্ড (Cadastral Survey)
“সিএস” হলো Cadastral Survey (CS) এর সংক্ষিপ্ত রূপ। একে ভারত উপমহাদেশের প্রথম জরিপ বলা হয় যা ১৮৮৯ সাল হতে ১৯৪০ সালের মধ্যে পরিচালিত হয়। এই জরিপে বঙ্গীয় প্রজাতন্ত্র আইনের দশম অধ্যায়ের বিধান মতে দেশের সমস্ত জমির বিস্তারিত নকশা প্রস্তুত করার এবং প্রত্যেক মালিকের জন্য দাগ নম্বর উল্লেখপুর্বক খতিয়ান প্রস্তুত করার বিধান করা হয়। প্রথম জরিপ হলেও এই জরিপ প্রায় নির্ভূল হিসেবে গ্রহণযোগ্য। মামলার বা ভূমির জটিলতা নিরসনের ক্ষেত্রে এই জরিপকে বেস হিসেবে অনেক সময় গণ্য করা হয়।
খ) এস.এ. জরিপ (State Acquisition Survey)
১৯৫০ সালে জমিদারী অধিগ্রহণ ও প্রজাস্বত্ব আইন পাশ হওয়ার পর সরকার ১৯৫৬ সালে সমগ্র পূর্ববঙ্গ প্রদেশে জমিদারী অধিগ্রহনের সিদ্ধান্ত নেয় এরং রায়েতের সাথে সরকারের সরাসরি সম্পর্ক স্থাপনের লক্ষ্যে জমিদারদের প্রদেয় ক্ষতিপুরণ নির্ধারন এবং রায়তের খাজনা নির্ধারনের জন্য এই জরিপ ছিল।
জরুরী তাগিদে জমিদারগন হইতে প্রাপ্ত তথ্যের ভিত্তিতে এই জরিপ বা খাতিয়ান প্রণয়ন কার্যক্রম পরিচালিত হয়েছিল।
গ) আর.এস. জরিপ ( Revisional Survey)
সি. এস. জরিপ সম্পন্ন হওয়ার সুদীর্ঘ ৫০ বছর পর এই জরিপ পরিচালিত হয়। জমি, মলিক এবং দখলদার ইত্যাদি হালনাগাদ করার নিমিত্তে এ জরিপ সম্পন্ন করা হয়। পূর্বেও ভুল ত্রুটি সংশোধনক্রমে আ. এস জরিপ এতই শুদ্ধ হয় যে এখনো জমিজমা সংক্রান্ত বিরোধের ক্ষেত্রে আর, এস জরিপের উপর নির্ভর করা হয়। এর খতিয়ান ও ম্যাপের উপর মানুষ এখনো অবিচল আস্থা পোষন করে।
ঘ) সিটি জরিপ (City Survey)
সিটি জরিপ এর আর এক নাম ঢাকা মহানগর জরিপ। আর.এস. জরিপ এর পর বাংলাদেশ সরকার কর্তিক অনুমতি ক্রমে এ জরিপ ১৯৯৯ থেকে ২০০০ সালের মধ্যে সম্পন্ন করা হয়। এ যবত কালে সর্বশেষ ও আধুনিক জরিপ এটি। এ জরিপের পরচা কম্পিউটার প্রিন্ট এ পকাশিত হয়।
৬!“পর্চা” কাকে বলে?
ভূমি জরিপকালে চূড়ান্ত খতিয়ান প্রস্তত করার পূর্বে ভূমি মালিকদের নিকট খসড়া খতিয়ানের যে অনুলিপি ভুমি মালিকদের প্রদান করা করা হ তাকে “মাঠ পর্চা” বলে। এই মাঠ পর্চা রেভিনিউ/রাজস্ব অফিসার কর্তৃক তসদিব বা সত্যায়ন হওয়ার পর যদি কারো কোন আপত্তি থাকে তাহলে তা শোনানির পর খতিয়ান চুড়ান্তভাবে প্রকাশ করা হয়। আর চুড়ান্ত খতিয়ানের অনুলিপিকে “পর্চা” বলে।
৭!“মৌজা” কাকে বলে?
যখন CS জরিপ করা হয় তখন থানা ভিত্তিক এক বা একাধিক গ্রাম, ইউনিয়ন, পাড়া, মহল্লা অালাদা করে বিভিন্ন এককে ভাগ করে ক্রমিক নাম্বার দিয়ে চিহ্তি করা হয়েছে। আর বিভক্তকৃত এই প্রত্যেকটি একককে মৌজা বলে।
৮!“তফসিল” কাকে বলে?
জমির পরিচয় বহন করে এমন বিস্তারিত বিবরণকে “তফসিল” বলে। তফসিলে, মৌজার নাম, নাম্বার, খতিয়ার নাম্বার, দাগ নাম্বার, জমির চৌহদ্দি, জমির পরিমাণ সহ ইত্যাদি তথ্য সন্নিবেশ থাকে।
৯!“দাগ” নাম্বার কাকে বলে? যখন জরিপ ম্যাপ প্রস্তুত করা হয় তখন মৌজা নক্সায় ভূমির সীমানা চিহ্নিত বা সনাক্ত করার লক্ষ্যে প্রত্যেকটি ভূমি খন্ডকে আলাদা আলাদ নাম্বার দেয়া হয়। আর এই নাম্বারকে দাগ নাম্বার বলে। একেক দাগ নাম্বারে বিভিন্ন পরিমাণ ভূমি থাকতে পারে। মূলত, দাগ নাম্বার অনুসারে একটি মৌজার অধীনে ভূমি মালিকের সীমানা খূটিঁ বা আইল দিয়ে সরেজমিন প্রর্দশন করা হয়।
১০!“ছুটা দাগ” কাকে বলে?
ভূমি জরিপকালে প্রাথমিক অবস্থায় নকশা প্রস্তুত অথবা সংশোধনের সময় নকশার প্রতিটি ভূমি এককে যে নাম্বার দেওয়া হয় সে সময় যদি কোন নাম্বার ভুলে বাদ পড়ে তাকে ছুটা দাগ বলে। আবার প্রাথমিক পর্যায়ে যদি দুটি দাগ একত্রিত করে নকশা পুন: সংশোধন করা হয় তখন যে দাগ নাম্বার বাদ যায় তাকেও ছুটা দাগ বলে।
১১!“খানাপুরি” কাকে বলে? জরিপের সময় মৌজা নক্সা প্রস্তুত করার পর খতিয়ান প্রস্তুতকালে খতিয়ান ফর্মের প্রত্যেকটি কলাম জরিপ কর্মচারী কর্তৃক পূরন করার প্রক্রিয়াকে খানাপুরি বলে।
১২!“আমিন” কাকে বলে?
ভূমি জরিপের মাধ্যমে নক্সা ও খতিয়ান প্রস্তত ও ভূমি জরিপ কাজে নিযুক্ত কর্মচারীকে আমিন বলে।
১৩!“কিস্তোয়ার” কাকে বলে?
ভূমি জরিপ কালে চতুর্ভুজ ও মোরব্বা প্রস্তত করার পর সিকমি লাইনে চেইন চালিয়ে সঠিকভাবে খন্ড খন্ড ভুমির বাস্তব ভৌগলিক চিত্র অঙ্কনের মাধ্যমে নকশা প্রস্তুতের পদ্ধতিকে কিস্তোয়ার বলে।
১৪!“খাজনা” ককে বলে?
সরকার বার্ষিক ভিত্তিতে যে প্রজার নিকট থেকে ভূমি ব্যবহারের জন্য যে কর আদায় করে তাকে খাজনা বলে।
১৫!“দাখিলা” কাকে বলে?
ভূমি কর/খাজনা আদায় করে যে নির্দিষ্ট ফর্মে ( ফর্ম নং১০৭৭) ভূমি কর/খাজনা আদায়ের প্রমান পত্র বা রশিদ দেওয়া হয় তাকে দাখিলা বলা হয়।
১৬!"DCR কাকে বলে?
ভূমি কর ব্যতিত আন্যান্য সরকারি পাওনা আদায় করার পর যে নির্ধারিত ফর্মে (ফর্ম নং ২২২) রশিদ দেওয়া হয় তাকে DCR বলে।
১৭!“কবুলিয়ত” কাকে বলে?
সরকার কর্তৃক কৃষককে জমি বন্দোবস্ত দেওয়ার প্রস্তাব প্রজা কর্তৃক গ্রহণ করে খাজনা প্রদানের যে অঙ্গিকার পত্র দেওয়া হয় তাকে কবুলিয়ত বলে।
১৮!“নাল জমি” কাকে বলে?
২/৩ ফসলি সমতল ভূমিকে নাল জমি বলা হয়।
১৯!“খাস জমি” কাকে বলে?
সরকারের ভূমি মন্ত্রনালয়ের আওতাধিন যে জমি সরকারের পক্ষে কালেক্টর বা ডিসি তত্ত্বাবধান করেন এমন জমিকে খাস জমি বলে।
২০!“চান্দিনা ভিটি” কাকে বলে?
হাট বাজারের স্থায়ী বা অস্থায়ী অকৃষি জমির যে অংশ প্রজার প্রতি বরাদ্ধদ দেওয়া হয় তাকে চান্দিনা ভিটি বলে।
২১!“ওয়াকফ” কাকে বলে?
ইসলামি বিধান অনুযায়ী কোন ভূমি তার মালিক কর্তৃক ধর্মীয় ও সমাজ কল্যাণমূলক প্রতিষ্ঠানের ব্যয় ভার বহন করার উদ্দেশ্যে কোন দান করাকে ওয়াকফ বলে।
২২!“মোতওয়াল্লী” কাকে বলে?
যিনি ওয়াকফ সম্পত্তি ব্যবস্থাপনা ও তত্ত্বাবধান করেন তাকে মোতওয়াল্লী বলে। ওয়াকফ প্রশাসকের অনুমতি ব্যতিত মোতওয়াল্লী ওয়াকফ সম্পত্তি হস্তান্তর করতে পারে না।
২৩!“দেবোত্তর” সম্পত্তি কাকে বলে?
হিন্দুধর্ম মতে, ধর্মীয় কাজের জন্য উৎসর্গকৃত ভূমিকে দেবোত্তর সম্পত্তি বলে।
২৪!“ফরায়েজ” কাকে বলে?
ইসলামি বিধান মোতাবেক মৃত ব্যক্তির সম্পত্তি বন্টন করার নিয়ম ও প্রক্রিয়াকে ফরায়েজ বলে।
২৫!“ওয়ারিশ” কাকে বলে?
ওয়ারিশ অর্থ উত্তরাধিকারী । ধর্মীয় বিধানের অনুয়ায়ী কোন ব্যক্তি উইল না করে মৃত্যু বরন করলে তার স্ত্রী, সন্তান বা নিকট আত্মীয়দের মধ্যে যারা তার রেখে যাওয়া সম্পত্তিতে মালিক হওয়ার যোগ্যতাসম্পন্ন এমন ব্যক্তি বা ব্যক্তিগণকে ওয়ারিশ বলে।
২৬! “সিকস্তি” কাকে বলে?
নদী ভাঙ্গনের ফলে যে জমি নদী গর্ভে বিলিন হয়ে যায় তাকে সিকস্তি বলে। সিকস্তি জমি যদি ৩০ বছরের মধ্যে স্বস্থানে পয়ন্তি হয় তাহলে সিকস্তি হওয়ার প্রাক্কালে যিনি ভূমি মালিক ছিলেন তিনি বা তাহার উত্তরাধিকারগন উক্ত জমির মালিকানা শর্ত সাপেক্ষ্যে প্রাপ্য হবেন।
২৭!“পয়ন্তি” কাকে বলে?
নদী গর্ভ থেকে পলি মাটির চর পড়ে জমির সৃষ্টি হওয়াকে পয়ন্তি বলে।
২৮!“দলিল” কাকে বলে?
যে কোন লিখিত বিবরণ আইনগত সাক্ষ্য হিসাবে গ্রহণযোগ্য তাকে দলিল বলা হয়। তবে রেজিস্ট্রেশন আইনের বিধান মোতাবেক জমি ক্রেতা এবং বিক্রেতা সম্পত্তি হস্তান্তর করার জন্য যে চুক্তিপত্র সম্পাদন ও রেজিস্ট্রি করেন সাধারন ভাবে তাকে দলিল বলে।

You’ve earned yourself another quick coffee break, relax and enjoy a few minutes to yourself.
Early afternoon, you sit down with the Community Manager to discuss the organization of next week’s networking event in your centre. You plan and write the e-invites to customers, then create, print and put-up posters on the noticeboards around the centre. To your excitement, the Community Manager is coming around the corner with a prospect (someone interested in joining the IWG community), you share a few details about what makes this space so amazing for your customers and encourage them to join the network soon so they can participate in next week’s networking event – then you head back to finish putting up your posters.
The day is coming to a close. Time to gently ask the large group in meeting room 3 to start wrapping up. You direct them to the nice restaurant you know around the corner, so they can grab a bite and continue their discussion. You ensure everything’s nice and tidy, it’s time to head home.

We’re looking for someone who knows how to manage multiple tasks while providing customers with the best possible service. You also need to be:
