ব্যাকডোর কূটনীতি বলতে এমন এক ধরনের গোপন বা অপ্রচলিত কূটনৈতিক প্রচেষ্টা বোঝায়, যা আনুষ্ঠানিক বা সরকারিভাবে নয় বরং বিকল্প, ব্যক্তিগত বা অপ্রকাশ্য পথে পরিচালিত হয়। এ কূটনীতি মূলত দ্বন্দ্ব নিরসন, সমঝোতা স্থাপন বা আলোচনার পথ খুলে দিতে ব্যবহৃত হয়।

১. এটি গোপনে পরিচালিত হয় এবং সাধারণত জনসম্মুখে আসে না।
২. এখানে সরাসরি রাষ্ট্রীয় প্রতিনিধির পরিবর্তে বিশেষ দূত, বেসরকারি সংস্থা বা ব্যক্তিরা অংশগ্রহণ করে।
৩. পক্ষগুলো খোলামেলা ও সাহসীভাবে মত প্রকাশ করতে পারে, কারণ জনমতের চাপ বা রাজনৈতিক সীমাবদ্ধতা থাকে না।
৪. ব্যাকডোর আলোচনা অনেক সময় আনুষ্ঠানিক আলোচনার ভিত্তি তৈরি করে।

১৯৯৩ সালের অসলো চুক্তি – ইসরায়েল ও ফিলিস্তিনের মধ্যে ব্যাকডোর কূটনীতির মাধ্যমে স্বাক্ষরিত হয়।
ভারত-পাকিস্তান – কাশ্মীর ইস্যুতে একাধিকবার ব্যাকডোর আলোচনা হয়েছে।

The Non-Aligned Movement (NAM) is an international organization of states that consider themselves not aligned with or against any major power bloc. It emerged during the Cold War as an alternative for countries that wanted to remain independent of both the US-led Western bloc (NATO) and the Soviet-led Eastern bloc (Warsaw Pact).

Historical Background

Post-World War II Context: After WWII, the world was polarized into two superpower blocs — the USA and the USSR. Newly independent countries in Asia, Africa, Latin America did not want to be puppets of either bloc.

Colonial Liberation: Many countries in Asia and Africa gained independence in the 1940s-60s. They sought to protect their sovereignty and focus on economic development without being dragged into superpower rivalries.

First Asian Relations: The 1955 Bandung Conference (Indonesia) was a precursor. Leaders like Jawaharlal Nehru (India), Josip Broz Tito (Yugoslavia), Gamal Abdel Nasser (Egypt), Kwame Nkrumah (Ghana) and Sukarno (Indonesia) laid the foundation of NAM.

Formal Establishment: The first official NAM Summit was held in Belgrade, Yugoslavia in 1961, with 25 member states.

These were inspired by Panchsheel, the Five Principles of Peaceful Coexistence:

1. Mutual respect for each other's territorial integrity and sovereignty.

2. Mutual non-aggression.

3. Mutual non-interference in domestic affairs.

4. Equality and mutual benefit.

5. Peaceful coexistence.

Additionally, the Ten Principles of Bandung (1955) included:

✅ Respect for human rights and the UN Charter
✅ Equality of nations, large and small
✅ Abstention from aggression or threat of use of force
✅ Peaceful settlement of disputes
✅ Promotion of mutual interests and cooperation
