Centre of Excellence in EU Studies at ADA University

Centre of Excellence in EU Studies at ADA University CEEUS had been established at ADA University in January 2014 as part of the agreement between the European Commission and the Government of Azerbaijan.

Based on Institutional Reform Plan 3 (IRP3) Memorandum of Understanding between the Republic of Azerbaijan and EU was signed on the 13th of January 2011. On the basis of the commitments of Azerbaijan defined by this MoU the IRP 3 between the Republic of Azerbaijan and European Union on “Strengthening civil service training in Azerbaijan with a focus on EU affairs” was endorsed. Furthermore, the kn

owledge on EU matters of the civil service and the other relevant actors will be increased, implementation of the AA and other agreements between Azerbaijan and EU will be facilitated and the relations between Azerbaijan and EU will be deepened. The higher education in Azerbaijan will be enriched with new EU related studies and students will be offered more education opportunities. Sustainable capacity will be created to support research in EU matters, develop relations and exchange with different higher education institutions/centers of excellence in EU as well as a facility will be created to promote EU values. Specific objectives:
This project aims at enhancing the knowledge on EU matters in Azerbaijan for better association with EU. On this purpose, the following objectives will be implemented within two-year action plan of the project:

1. To establish a Centre of Excellence in EU matters at ADA in order to enhance the overall knowledge of the EU in Azerbaijan
2. To introduce and deliver short-term training and a six-month training program for civil servants on different EU integration subjects, and to deliver training of trainers
3. To introduce a major on EU within the MA program in Diplomacy and International Affairs at ADA. Mission:
The mission of the project is to contribute to the real, short-term needs of the civil service and to the broader Azerbaijan society for EU related knowledge to be identified and addressed. Activities:
-to carry out detailed training needs assessment among state bodies;
-to select ToT participants (civil servants and academicians) for following training delivery to civil servants;
-to prepare curricula for ToT courses;
-to deliver ToT course;
-to prepare curricula for short term trainings for civil servants
-to prepare manual of procedure and a toolkit for short term trainings for civil servants;
-to develop training materials (including e-learning) for short term trainings;
-to prepare curricula for EU study programmes at MADIA;
-to deliver ToT for lecturers of modules of EU study programmes at MADIA;
-to deliver pilot teaching for students;
-to carry out survey to re-assess the need for full fledged EU master programme in Azerbaijan;
-to create EU material library

The British Council in Azerbaijan, in close partnership with the ADA University Center of Excellence in EU Studies, is organising a Creative Spark programme student forum on 1 December 2021 dedicated to developing entrepreneurial skills among students and young graduates of the universities in Azerbaijan.

The forum brought together student participants, as well as the business leaders and entrepreneurs representing organisations such as ATL Group, SABAH.lab, MESHQUE, and ABA Centre. The speakers’ panel will also include experts from the British Council, two student entrepreneurs from the ADA University, finalists of the Creating Enterprise: The Business Start-Up Journey Entrepreneurship Skills Course and following it pitching competition, Mania Khanlarzade and Ismayil Huseynov, as well as the 2021 Creative Spark Big Idea Challenge country champion and a student from the Khazar University, Taravat Asgarova. Together, they will share ideas about enterprise education, student action, and skills that lead to successful entrepreneurship.

We are pleased to announce that GCRF COMPASS Project that has been shortlisted for the Times Higher Education awards 2021 under the category of the Best International Collaboration of the year, has been singled out as the most HIGHLY COMMENDABLE project. The project has been selected out of five hundred submitted and five shortlisted projects!

A week-long training program in EU Affairs for Azerbaijani civil servants took place on November 22-26, 2021. Building on the success of long term collaboration in life-long learning with public sector in Azerbaijan, the Center of Excellence in EU Studies provides continued support and expertise to public institutions and civil servants to enhance efficiency, international competitiveness, facilities transfer of European know-how and exchange of information on best practices in governance, digital transformation and innovation. The training program expanded knowledge on the European Union and its decision making bodies, helped participants to better understand negotiation processes between Azerbaijan and the EU on Strategic Partnership Agreement, introduced the reforms in public administration on the example of different European countries, and touched upon the process of introducing changes and innovations in public sector institutions.
