Here we have the difference between the HYPHEN and the DASH. Hyphens join things together, and dashes separate things.
In addition, there are two types of dashes. The first three in the blue section here are examples of the 'EM DASH' (which is about the width of the letter m). The em dash is a very versatile punctuation mark, and can be used instead of commas, colons, semicolons, quotation marks and parentheses.
The last one is an 'EN DASH' (about the width of the letter n). It is commonly used to show ranges in years or numbers.

I'm surprised that there are no Asian cities in the list. Surely there are more proficient speakers of English in Tokyo, for example?
Otherwise, the top place doesn't surprise me at all. Dutch people speak superb English in my experience, often with only a trace of an accent.
