Cross-sector collaboration to develop Disability Inclusive Disaster Risk Reduction in Australia

A project funded under the joint State/Commonwealth Natural Disaster Resilience Program

When a natural disaster occur people with disability are two to four times more likely to suffer injuries or death. Even more disturbing is that research studies have found people with disability are frequently/repeatedly left behind in emergency responses. Risk is further increased due to a fragmented system

The possible landfall of later this week highlights that residents of South East Queensland and Northern NSW must take cyclone risks seriously.

Dearest Gentle Reader, did you miss me?

This author finds herself compelled to bear the most curious of news. It seems the rampant rumours of failed nuptials and devious deals, is not the only gossip our dear Featheringtons must manage at present.

It seems Penelope Featherington has apparently been associating, unchaperoned, with the company of State Emergency Service (SES) volunteers. Madame Delacroix has proven herself capable yet again, crafting the tangerine attire and there’s been whispers amongst those residing in the palace that this colourful frock has caught the Queens eye.

And so, Gentle Reader, the Queen has declared for all in the ton to wear their brightest orange attire on Wednesday 22 May 2024 in celebration of our fabulous SES volunteers.

Personal is one of the most important actions we can all take to be safe when hashtag strike! We all need to be prepared and know how we will act together with our support networks. Some people with disability will need support to make a plan tailored to their support needs and risk situation. Person-Centred Emergency Preparedness (P-CEP) helps to match emergency planning to the supports people need for their safety and well-being in emergencies.

What do people learn when they take the Person-Centred Emergency Preparedness (P-CEP) Certificate Course?

The pre-post evaluation aimed to determine the impact of the P-CEP Certificate Course on learners’ knowledge, attitudes, and behaviours in preparing oneself and others for emergencies.

Compared to baseline, there were significant improvements for learners in the following:

Knowledge of emergency preparedness:
Compared to the baseline, there was a significant improvement in the following areas:
- knowing where to get timely information about emergencies
- knowing where to get information on how to prepare for and respond to an emergency.
- knowing what help is needed in an emergency and how to get that help.
- having a personal emergency plan!
- sharing one's emergency plan with other people in immediate support network

Emergency preparedness actions:
There was a highly significant improvement in:
- the level of emergency preparedness,
- the score of household preparedness actions, and
- the ability to to manage stress during uncertain times.

Change in knowledge and action across all 4 P-CEP Steps
- there was a significant difference in learning on all 16 Learning objectives

The Person-Centred Emergency Preparedness (P-CEP) Certificate is a world first interdisciplinary program providing actionable guidance on person-centred and capability-focused inclusive disaster risk reduction. This co-designed, nationally consistent education has successfully bridged the gap on how to enable responsibility-sharing between emergency services, people with disability and the services that support them, demonstrated by significant evaluation results. Six self-paced, activity-based online modules bring learners together to develop the knowledge and skills in preparing ourselves and others to anticipate, plan, and respond effectively to disaster risks through tailored preparedness planning and cross-sector collaborative action that leaves nobody behind. Learners leave the course with an implementation plan and join the P-CEP Connect Learning Community to support translation of learning into practice.

What a day!

Congratulations to everyone whose passion, care, and innovations are building resilience for everyone in our communities. I am in awe of the diversity of projects that are making a substantial difference in people's lives. I am humbled by the work of many who are tirelessly supporting so many who have been impacted by not just one, but many disasters in recent years.

Today, Margaret Moreton wisely said, we are here to celebrate these achievements, in part, to inspire and encourage others to join in these efforts.

Thank you to the amazing team at the Australian Institute for Disaster Resilience for a fantastic National celebration through the Resilient Australia hashtag awards held in Perth. AIDR is leading the way in developing inclusive emergency sector events and today's awards ceremony was another example of the steps they are taking toward inclusive emergency management, knowledge sharing, and capability development across multiple sectors. I encourage everyone to go to their LinkedIn page to view all of the videos from today's award ceremony and visit the Resilient Australia website to learn about so many important resilient actions and leadership of everyone who is honoured in this year's celebration!
