แจกขั้นตอนการได้ PR ผ่านการนับแต้ม Australia อย่างละเอียด สำหรับคนไม่มีพื้นฐานมาก่อน

การมีสถานะเป็นพลเมืองถาวรของออสเตรเลียเกิดจากการได้วีซ่า ซึ่งเป็นวีซ่าประเภทที่ให้อาศัยอยู่และทำงานได้อย่างถาวร และมี pathway ให้เปลี่ยนสัญชาติหรือที่เรียกว่า Australian Citizen ได้

การได้วีซ่าถาวร หรือ permanent visa นี้ มีหลายประเภท ซึ่งประเภทของวีซ่าเรียนว่า Subclass แต่ละ Subclass มีตัวเลขที่ใช้เรียกวีซ่านั้นๆ และมีชื่อเต็มที่ใช้เรียน เช่น Subclass 190 Skilled Nominated visa เป็นต้น

แต่ละ Subclass ของวีซ่านั้นๆ อาจจะมีการแยกย่อยลงไปอีก เรียกว่า Stream ของวีซ่า เช่น Skilled Independent visa (subclass 189) - Points tested stream, Hong Kong stream, New Zealand stream

ตัวอย่างกลุ่มของวีซ่า PR เช่น Family-stream permanent residence visas (ตัวที่เราได้ยินกันบ่อยๆ เช่น Partner visa), Work-stream permanent residence visas (เช่น Skilled Nominated visa, Global Talent visa), และอื่นๆ

เวลาที่เราพูดถึงการได้ PR ด้วยตัวเอง โดยไม่มีนายจ้างสปอนเซอร์ หลักๆ คือวีซ่า 3 Subclasses ได้แก่
1. Subclass 189 Skilled Independent visa
2. Subclass 190 Skilled Nominated visa
3. Skilled Work Regional (Provisional) visa (subclass 491)

วีซ่า 3 ตัวนี้มีความพิเศษคือ เราไม่สามารถยื่นวีซ่าได้ทันที ถึงแม้ว่าจะมีคุณสมบัติครบ แต่เราต้องทำการแสดงความสนใจก่อน เรียกว่า Expression of interest หรือ EOI จากนั้นหากได้เชิญหรือ Invitation เราจึงจะมีสิทธิ์ยื่นวีซ่าได้

โดยไม่ใช่ทุกคนจะยื่น EOI ได้ แต่ต้องเป็นคนที่มีคุณสมบัติตรงตามที่ทาง Department of Home Affairs กำหนด และหากยื่น Subclass 190 และ 491 นอกจากมีคุณสมบัติตรงตามที่ทาง Department of Home Affairs กำหนดแล้ว เรายังต้องมีคุณสมบัติตรงตามที่ทาง State/Territory กำหนด เพิ่มขึ้นมาด้วย เพราะวีซ่าสองตัวนี้ เราจะต้องได้รับ State nomination

Department of Home Affairs กำหนด เบื้องต้นดังนี้
- ได้รับ invited และ/หรือ nominated
- มีอาชีพหรือ occupation ตรงกับ skilled occupation list (มีอาชีพอยู่ในลิสต์ที่กำหนด)
- มี skills assessment สำหรับอาชีพนั้นๆ คือเราต้องผ่านการประเมินอาชีพก่อนและมีเอกสารรับรอง
- มีแต้มคะแนนขั้นต่ำ 65
- มีภาษาระดับ Competent English

หากเราต้องการรับ State nomination นอกจากต้องมีคุณสมบัติเบื้องต้นที่ให้ไปแล้ว เราก็ต้องทำตามเงื่อนไขของรัฐ ซึ่งแต่ละรัฐจะออกแบบกฏแตกต่างกัน รวมถึงบางรัฐมีการกำหนดลิสต์อาชีพของตัวเอง

การแข่งขัน โดยปกติจะดูที่แต้มคะแนน ที่ถูกคำนวณมาจากคุณสมบัติต่างๆของผู้สมัคร เช่น อายุ คะแนนภาษา ประสบการณ์การทำงาน เป็นต้น ใครแต้มสูงก็มีโอกาสสูงขึ้นที่จะได้เชิญ

นอกจากนี้ ปัจจุบัน อาชีพ ก็มีผลต่อการแข่งขันและโอกาส หากเรามีอาชีพที่เป็นที่ต้องการหรือขาดแคลนจริงๆ เช่น สายสุขภาพ ช่าง เกษตร สิ่งแวดล้อม การศึกษา ก็มีแนวโน้มที่จะได้เชิญก่อนอาชีพอื่นๆ

การวางแผนในการยื่นวีซ่าเหล่านี้ ต้องทำการวางแผนเฉพาะบุคคลแบบตัวต่อตัว เพราะแต่ละคนมีคุณสมบัติไม่เหมือนกัน การเลือก pathway ที่ให้โอกาสมากที่สุด หรือการทราบว่าเรายังขาดแะไร ต้องเตรียมอะไร หรือมีอะไรพร้อมแล้วบ้าง จึงสำคัญ ยิ่งรู้ตั้งแต่เนิ่นๆ ก็จะยิ่งมีเวลาเตรียมตัวมากค่ะ

- ปัจจุบันอยู่ในรัฐ Victoria
- กำลังถือวีซ่านักเรียน subclass 500 Student visa หรือ subclass 485 Temporary Graduate visa; และ
- ได้รับ an education qualification จากสถานศึกษาใน Victoria ที่เราระบุไว้ใน SkillSelect EOI

ถ้าถือ Bridging visa กำลังรอ Subclass 485 จะไม่ meet requirement นะคะ ต้องรอให้ได้วีซ่าก่อน

- ถ้ายื่น ROI Sc190 ไปแล้ว เปลี่ยนใจ อยากยื่น Sc491 ภายใต้เงื่อนไขนี้ เราต้อง withdraw ROI ออก แล้วยื่นใหม่
- ถ้ายื่น ROI Sc491 ไปแล้ว ไม่ต้องทำอะไร เดี๋ยวระบบอัพเดตเอง
- ใครยื่น ROI ไปแล้วต้องการอัพเดตวีซ่า (วีซ่าที่แจ้งใน ROI ต้องตรงกับใน VEVO) สามารถอัพเดตได้ผ่าน Portal ไม่ต้อง withdraw ROI: Login to your account > Profile > Personal Details > Current Visa Type.

เมื่อได้วีซ่าแกรนด์ Sc491 แล้ว จึงค่อยย้ายไป Regional postcode Victoria ได้ค่ะ
