Late this afternoon members received an email detailing the updated offer from the Department of Education, Victoria.
Following sustained advocacy by the APF negotiating team, the current offer now includes several significant outcomes for our members and Principal Class employees. These outcomes reflect the strength, persistence and professionalism of the Australian Principal Federation’s advocacy throughout this process.
Key highlights the APF has negotiated for members include:
* A proposal allowing Principals to progress to the next classification range following the successful completion of a five-year contract. This represents a significant reform proposal connected to loyalty, retention and recognition, and would provide another substantial salary uplift opportunity for eligible principals.
* A compounded salary increase of 28.3% across the life of the Agreement. This increase is a great recognition of the work of our Principals and includes a significant increase in the first year of the agreement.
* A new camps payment for Principals and Assistant Principals
representing the first formal recognition of time in lieu connected to attendance at school camps.
* The introduction of a new Range 7 principal classification
recognising the complexity and scale of leadership in our largest schools. Something the APF has been advocating for a number of years and in our log of claims from 2024.
* Continued funding for the Principal Health and Wellbeing Initiative an important commitment given the increasing pressures on school leaders.
* The establishment of a new central Principal consultation committee process involving principal representatives, unions, associations and the Department of Education.

Following the absence of a substantive revised offer from the Victorian Government the Australian Principals Federation (Victoria Branch) on Monday lodged an application with the Fair Work Commission for a protected action ballot.

After careful consideration the Australian Principals Federation - Victoria EBA negotiating team has rejected the initial offer put forward by the Department of Education.

UPDATE- APF Media Statement
Enhanced Bail Supervision – School Pilot Program Scrapped!
The APF applauds the decision announced yesterday morning by the Deputy Premier and Minister for Education, the Honourable Ben Carroll, to discontinue the pilot program that placed repeat offenders on bail in mainstream schools with ankle monitoring devices.
This decision reflects a strong stance by the Education Minister and a pragmatic approach that prioritises the safety and wellbeing of students and staff.
The APF now looks forward to collaborating and consulting with the Departments of Education and Justice respectively, to explore alternative settings and wholistic programs that support youth offenders through rehabilitation and reintegration into education and society.

APF Positioning on Offenders with Ankle Bracelets in Schools
The Enhanced Bail Supervision pilot program mandates that repeat offenders wear electronic monitoring devices (ankle bracelets) in mainstream secondary school settings.
The APF strongly opposes this initiative and remains committed to working collaboratively with the government and relevant departments to explore alternative specialised education settings and programs for young people involved in the justice system.
APF President, Tina King, has discussed this matter with the Deputy Premier and Minister for Education, Ben Carroll, who is fully aware of our concerns and position.
