ASQA has confirmed that a significant number of RPL qualifications issued by certain providers were cancelled due to improper assessment. Some agents promoted “RPL qualifications” based solely on work experience—without interviews or assessor checks—which does not meet genuine RPL requirements. This misuse has resulted in thousands of cancellations.

Students: if you’re considering RPL, make sure it involves proper assessment by qualified assessors and evidence that is valid, sufficient, current, and authentic. Be cautious of offers for “RPL‑only” or “fast‑track” certificates. Choose learning pathways that include appropriate theory and practical components for real, lasting outcomes.

**Urgent Update: New Visa Application Rules Effective from July 1st**

1. **Visitor Visa Application Ban:**
Starting July 1, individuals on Visitor Visas will be prohibited from applying for Student Visas while within the country. This change is intended to curb the misuse of Visitor Visas to bypass enhanced offshore student visa regulations. In the period from July 1, 2023, to the end of May 2024, more than 36,000 applications were filed through this route.

2. **Restrictions for Temporary Graduate Visa Holders:**
Holders of Temporary Graduate Visas will also be unable to apply for Student Visas onshore. According to the Grattan Institute’s "Graduates in Limbo" report, 32% of Temporary Graduate Visa holders return to further studies as a means to extend their stay. The government’s objective is to motivate these graduates to obtain skilled employment and either pursue permanent residency or depart the country, thus addressing the issue of 'permanently temporary' residents.

3. **Associated Amendments:**
- **Reduction in Post-Study Work Rights:** Temporary Graduate Visa holders will now have shorter durations for post-study work rights.
- **Lower Age Cap:** The maximum age for these visa holders will be reduced from 50 to 35 years.
- **Enhanced English Proficiency Standards:** Stricter English language requirements, which came into effect in March, will continue to apply.
