MEMMES Conference - Electrical Safety

Last Friday, Chris gave a talk at the MEMMES Conference in Maitland on managing the electrical hazards.
One key question he posed to the audience was: How long since you have asked your employees when was the last time they had an electric shock?

This question sparked a lot of conversation in the room. One person at our table even shared that he'd been shocked just a few weeks ago when he opened a switchboard, and a live cable fell out, zapping his arm.

An electric shock means the electrical hazard has not been effectively managed, procedures need to be reviewed and training provided, and attitudes changed to working live, etc.

*Shocking Electricity*
What is the difference between an electric shock and an electrocution? LUCK! Every electric shock is a potential death.

How long since you or your electrical staff have had an electric shock? Perhaps this should be a topic for urgent discussion without ramifications.

An electric shock means that the electricity hazard has not been adequately managed……… Retraining in procedures and/or a review of those procedures may be needed.

*Biggest Impediment to Stopping Electrical Worker Electrocutions*
I gave a series of control measures in my last post on the topic of “Electrical Workers Being Electrocuted.” But what is the biggest impediment to STOPPING electrical workers from being electrocuted? I think it comes down to attitudes.

Electrical workers should not feel pressured to work ‘live’ for whatever reason or be embarrassed to ask for outages to allow the work to be carried out de-energised.

Additionally, clients and managers should be accepting of requests for outages. Managers should also be planning electrical work, so it occurs de-energised.

Production is very important but not at the risk of electrical worker lives.

*Electrical Workers Being Electrocuted*
I have just been reading about another electrical worker being electrocuted. In Australia, roughly one person is electrocuted every month and approximately every second electrocution is an electrical worker.

Are you, your mate or one of your workers next?

Electrical workers know the risks and the controls but one is dying every second month. So here are some basic controls again:

DE-ENERGISE and never work live including de-energising before entering roof spaces. DON’T forget to lock and tag out.
ASK for outages – don’t be embarrassed or scared to ask.
FIT RCDs to all final sub-circuits.
TEST before you touch.

FOLLOW procedures, work instructions and SWMSs.
ELECTRICAL installation work that is temporary – this not mentioned in the Wiring Rules. Even generators should NOT be hooked up in a temporary manner. That is what plug and socket connections are all about.
WEAR the required level of arc flash PPE for the incident energy at the site but keep in mind that PPE is your last line of defence and there are much better controls such as de-energising.

GHOST AND PHANTOM VOLTAGES IN CABLES

Some electrical workers use the terms ghost voltage and/or phantom voltage but these do not seem proper terms for anything to do with voltages in cables or on metallic items such as double insulated appliances. The correct terms that should be used are inductive, capacitive or leakage through a high impedance path voltages.
