🇦🇺 Is Melbourne Now a Regional Area for Migration?

Recent changes regarding Victoria’s designated areas have created some confusion among prospective migrants and students.

However, a designated area is not the same as a designated regional area.
Melbourne has not automatically become a regional area, and this change does not, by itself, guarantee additional points, nomination, invitation, or permanent residency.

The implications depend on the specific visa pathway and applicable migration rules.

🇦🇺 IMPORTANT AUSTRALIAN STUDENT & GUARDIAN VISA UPDATE 🚨
From 2 October 2026, significant changes affect Student visa (Subclass 500) and Student Guardian visa (Subclass 590) applications.

🔹 Onshore applications: Most temporary visa holders will no longer be able to apply for a Student or Student Guardian visa from within Australia, unless a specific exemption applies.

🔹 Family members & dependants: In many cases, new Student visa applicants can no longer include their partner or dependent children, with limited exceptions applying to certain PhD students, government-sponsored students, and eligible applicants from specified countries.

🔹 No subsequent entrants: Existing Student visa holders can no longer add family members after their visa has been granted. No exemptions apply to this rule.

🔹 Applications already lodged: Applications submitted before 2 October 2026 will continue to be assessed under the rules that applied when they were lodged.

🚨 **BIG CHANGE TO AUSTRALIA’S INTERNATIONAL STUDENT TRANSFER RULES 🇦🇺**

Australia has introduced important changes to international student transfer rules under the **National Code Amendment 2026**.

📌 **What’s changing?**

🔴 **Until 30 June 2027**
For most international students, a receiving provider generally cannot enrol a student transferring from another provider until the student has completed at least **12 months of their principal course**.

🟢 **From 1 July 2027**
This period will reduce to at least **6 months of the principal course**.

⚠️ **A transfer may still be possible earlier where:**

✅ The current provider or course has ceased to be registered
✅ The provider has been sanctioned in a way that prevents the student from continuing the course
✅ The current provider agrees to the student’s release and records it in PRISMS
✅ A government sponsor considers the transfer to be in the student’s best interests and provides written support

🏫 **School-sector students have separate rules** under Standard 7.
