We believe that training only works if it can be applied in real-world situations.
So our focus is on helping teams recognise risk earlier in animal interactions, read body language more clearly, and feel more confident in the decisions theyโre making day to day.

As explored in previous articles, understanding dog behaviour and the environments in which dogs interact are both critical components of managing risk in shared public spaces.
Many dog-related incidents are not the result of inherently โaggressiveโ dogs, but rather a combination of:
โข missed early warning signals
โข rising arousal levels during interactions
โข delayed or absent human intervention
โข mismatches between dogsโ social preferences
While environment and design matter, outcomes in shared dog spaces are ultimately shaped by human decision-making.
This post explores where risk actually sits, the limits of infrastructure and signage, and why community education is a critical โ and often underutilised โ component in preventing incidents.

This is a great visual from ABC Dogs NZ โ it captures something we see often in practice, but donโt always recognise early enough.
Reactivity โ barking, lunging, growling โ rarely appears โout of nowhereโ.
It is usually the final stage of a process that has been building well before the behaviour becomes obvious.
What sits underneath is often less visible:
frustration when access is restricted
confusion or lack of clarity
repeated exposure without the skills to cope
increasing arousal that hasnโt had an opportunity to settle
By the time we see the overt response, we are no longer looking at the cause โ we are looking at the outcome.
From a behaviour and safety perspective, this is why early recognition matters.
Subtle signs of tension, frustration, and rising arousal are not insignificant โ they are the first indicators that a dog is moving away from a state where they can respond calmly and predictably.
Intervening earlier in that sequence is where the greatest impact sits.
Not once the behaviour escalates.
But when the build-up begins.
There IS a missing link here โก๏ธFrustration
Yet weโre still so laser focused on the actual reaction.
The barks, the lunges, the spins.
The behaviour that makes us wish the earth would just open and swallow us up when others are around.
Frustrated dogs can tumble into reacting very, very quickly.
Frustration IS a major driver of unwanted behaviour.
Imagine it for a minute.
You want to get somewhere and youโre prevented.
You want to get closer to something interesting, but canโt.
Youโre trying to have some fun, and youโre stopped.
Look, I do get it.
Some dogs are an absolute challenge, especially reactive dogs.
But what if that frustration is the actual starting point?
Can you trust them more in certain areas?
Give them more choice and agency?
Frustration is often reduced by giving them more appropriate choices.
Yet we hold on tighter because we feel we have to.
Living with a reactive dog can be scary.
So we add safety. We add rules.
But are we taking away too much and causing more of what tips them into reacting?
What if that behaviour is, at least in part, shaped by how much control weโre actually trying to grasp onto?

But containment does not replace supervision.
In many fenced off-leash areas, a common pattern can emerge:
โข attention shifts away from active monitoring
โข conversations or distractions take over
โข there is an assumption that dogs will โwork it outโ
At the same time, dogs are navigating complex, high-arousal interactions with unfamiliar animals.
This combination โ high interaction with reduced supervision โ is where risk can begin to increase.
Better outcomes do not come from space alone, they come from how that space is used.

But in practice, they donโt always work that way.
Across many councils, these spaces are used by a relatively small portion of the dog-owning community. At the same time, they can concentrate dogs with different temperaments, play styles and levels of training into one enclosed area โ often with limited supervision.
That combination can create environments where arousal builds quickly and interactions become increasingly difficult to manage โ leading many dogs and handlers to disengage from these spaces entirely.
This isnโt about whether fenced off-leash areas are โgoodโ or โbadโ.
Itโs about understanding:
โข how theyโre actually being used โ and by whom
โข which dogs and handlers they are best suited to
โข where the risks tend to emerge
โข and how planning and education can improve outcomes
A more balanced approach โ including a mix of on- and off-leash options, thoughtful design, and community education โ is more likely to support both safety and welfare.
If youโre involved in planning, managing or working within these spaces, these are important considerations.

It utilises a traffic light analogy to illustrate the relationship between a catโs arousal level and the potential for aggression.
As arousal level increases, so too does the risk to handlers.
What may appear as mild, manageable behaviour can quickly escalate into high arousal, flight, freeze, or fight if early signs are missed.
Cats move up and down the Emotions Escalator quickly โ especially in unfamiliar or stressful settings.
Checking in moment-to-moment enables early response, helping prevent escalation and reducing the need for more intensive handling.
